The Study Of Rural Spatial Transformation And Planning Strategies Based On The New Urban-Rural Relationship In Southern Jiangsu

At present, with the increasing integration of urban and rural development in our country, the urban-rural relation steps into a new stage of integrative development. Under the background of the transition of economy and society, the spatial form of traditional rural communities appears to be inadaptable, on some level, to the requirements of the transformation of communities. As a result, problems such as the lack of space resources, the loss of cultural characteristics, and the deterioration of ecological environment, have emerged one after another. According to the theory of Neo-Marxist, the nature of spatial transformation and reconstruction turns out to be the products of social changes. The establishment of a new urban-rural relation has contributed to the evolution of the rural space and provided a new dynamic environment and direction for its transition. In view of this, the paper based on the perspective of social space embeds the evolution of rural areas in Southern Jiangsu in the scene of the changing relationship between urban and rural areas in Southern Jiangsu. The paper analyzes both the evolutionary features and mechanism of rural space under the impact of a new urban-rural relation and an ideal pattern of the transition of rural space in Southern Jiangsu under the background of a new urban-rural relation. Besides, based on the connotation of the new urban-rural relation, this paper puts forward solutions to the transition of rural space in Southern Jiangsu.Firstly, since the reform and opening up, the evolution of the relationship between urban and rural areas in Southern Jiangsu is divided into three stages from the perspective of their interaction. This paper discusses the characteristics of the relationship between urban and rural areas in each stage and analyzes the function, structure and landscape features of the rural space in Southern Jiangsu under the impact of urban-rural relation. This paper also offers a detailed analysis of the mechanism of the rural space transition under the effect of urban-rural relation.Secondly, through the interpretation of the new relation between urban and rural areas, this paper analyses the trends and problems of the current transition of rural space in Southern Jiangsu and then offers an orientation for it. This paper holds that:(1) The goal of the transition of rural space in Southern Jiangsu is to realize the transition from “one dimension” to “three dimensions”, which means the balance among economy, society and ecological space must be realized.(2) To realize the rural space transition in Southern Jiangsu, the state of being static and isolated should be transformed into the state of being interactive and integrated, which means a dynamic, harmonious and systemic transition process must be realized.Finally, on the guidance of the concept of the new relationship between urban and rural areas, the paper puts forward the planning countermeasures to promote the rural space transition:(1) The guiding ideology of planning should reflect equality of subject, method of the system and the process of equality.(2) The planning strategy should promote the reconstruction of rural production space, living space and ecological space.(3) Relevant policies, including the construction of land system, the transformation of rural governance and fiscal and financial reform, is an important guarantee for the implementation of the planning.
