| With the development of economy, the demand of ecological environment is higher and higher and our country attaches more importance to forest and ecological construction. The forestry production and forest resource suffer heavy losses and because of forestry pests. Also, the ecological environment is seriously damaged. Forestry biological disaster critically imperils the safety of land ecology as well as human life and property. Moreover, it has a negative impact on forest development. The paper analyses the relationship between forestry biological disaster and forestry development, social development based on the basic theory of economics. It analyses not only the relationship and discipline between forestry biological disaster and all kinds of losses but also different prevention and control measures, strategies and the economic results of different forest management patterns. What’s more, the related expenses and losses of forestry biological disaster are also taken into consideration from respects of prevention expenses and disaster losses. As a result, the corresponding index system is established. According to Mount Jiuhua and Mount Huang, we make use of index system to analysis and calculate the expenses of disaster prevention and losses. We compared the expenses situation of different prevention and control strategies, thus proving the analytical results based on theory. It provides theoretical and practical basis for the country to make prevention and control measures of forestry biological disaster. This paper analyses the problems existing in forestry biological disasters prevention and control and also puts forward measures and suggestions of it. This paper consists of ten parts as follows:Part One: This part mainly introduces backgrounds, purposes, meanings and current situations domestic and abroad of the research. It also states the main contents, methods, technical route as well as the innovation point of this paper.Part Two: This part is the theoretical basic part of disaster economics. It summarizes the predecessor’s research achievements and points out the theoretical basis of the paper, which includes the concepts, basic disciplines and research methods of forestry biological disaster and disaster economics, which lays the theoretical foundation of this paper. In the same time, it analyses the relationship between forestry biological disaster and forestry, social development and the behaviors of forestry management.Part Three: In this part, the paper orientates some situations which belong to the practical premise and basis of the research. It mainly introduces the domestic prevention and control situation of forestry biological disaster and the trend in the word.Part Four: This part belongs to theoretical research. It meticulously analyses not only the forestry biological disaster and losses but also the discipline of different prevention and control measures, strategies and the expenses and losses of forestry biological disaster of different forest management patterns. As a result, it puts forward the hypothesis of discipline and factors to disaster expenses as well as losses.Part Five: According to the theoretical research results in Part Four, this part puts forward the index system of calculating the expenses and losses of forestry biological disaster. It consists of 2 one-class index, 7 two-class index and 38 three-class index. This system can reflect all kinds of expenses and losses of forestry biological disaster during the procedure of prevention and control. It especially emphasizes how forestry biological disaster statistics and reflects the environment and ecology in the future. This part also puts forward the methods of gathering and calculating the data.Part Six: Taking Mount Jiuhua scenic area as a case point, this part makes use of the index system put forward in Part Five to calculate the prevention expenses and disaster losses of forestry biological disaster at the end of 2008. In the same time, the data materials have proved the hypothesis of discipline to forestry biological disaster expenses as well as losses. Also, it finds some problems existing in the prevention and control of forestry biological disaster.Part Seven: It compares case materials of Mount Huang with that of Mount Jiuhua, further proving the hypothesis of discipline to forestry biological disaster expenses as well as losses put forward in Part Four. It especially proves the different prevention strategies and forestry biological disaster losses, thus providing data and cases base for the prevention and control system of forestry biological disaster in our country.Part Eight: According to the cases and data above as well as the situation of prevention and control of forestry biological disaster in our country, this part puts forward the problems existing in forestry biological prevention, including despise of silvicultural technique control, poor quality of forest, emphasizing planting trees and despise of conserving. It also includes emphasizing chemical means and despise of biological and disasters. What’s more, the basic work of forestry biological disasters prevention and control, such as basic research, prevention and control system construction, system construction, are get more and more seriously.Part Nine: Based on the problems and analysis to them, connecting with the data materials, Part Nine puts forward strategies and suggests about how to improve the forestry biological disaster prevention and control system. It mainly includes suggestions of the following aspects: changing the concept of forest management, improving the understanding level of forestry biological prevention, strengthening quarantine inspection, improving prevention systems, using drugs rationally, strengthening biological prevention and control, increasing expenses, changing the orientation of the funds, improving the funds management and conforming the market economy, innovating mechanism.Part Ten: This part is the conclusive paragraph. It summarizes the main contents and ideas, further putting forward the research direction. |
