UNESCO Creative Cities Network is one of the three flagship cultural projects of UNESCO around the world. Compared to World Heritage Convention and Intangible Cultural Heritage, Creative Cities Network is as important as the former two, although it is set up later than them. It represents the new tendency about the concept of global cultural perservation for NESCO. But the comprehensive research about it is less because it is set up shortly and it is poor in popularity at present. Therefore, this research is an exploratory attempt and has the certain difficulty. So far, there have been 34 cities from all over the world are allowed to join in, including Shenzhen, Shanghai, Chengdu, Hangzhou and Beijing from China. In addition, there are several cities in China have once applyed but failed, or are applying for. Chinese cities should accurately know about the cultural background and cultural appeal of Creative Cities Network, understand its rules and standards, draw lessons from domestic and international experience about how to construct creative city and join in the Creative Cities Network Successfully and draw up reasonable path and policy for application to improve the success rate to declare.Preface:illustrates the research significance, research methods, framework of this study key point d,difficult point and innovative points, etc. It also systematically cardings and reviews relevant research results involving the UNESCO Creative Cities Network.Chapter One:the research foundation of this study. First of all, the paper summarized the development of UNESCO cultural policy and cultural protection concepts in recent years, in order to reveal the basic cultural appeal of UNESCO Creative Cities Network and its essence; Secondly, summarizes the status, members and the important activities of Creative Cities Network, clears and definites the network running status at present to build a solid emotional foundation for the research; Thirdly, Compiles relevant rules, standards and requirements about Creative Cities Network, focus on elaborating and interpretation the standards about seven major categories of Creative Cities Network.Chapter Two:the empirical research part of this study. First of all, analyses the origin and development of creative cities; Secondly, according to the different creative cities development mode, it summarizes the experience of the construction of creative cities combined with the corresponding typical city case; Again, summarizes the experience of representative cities about how to build creative cities and join Creative Cities Network; Finally, comparatively research the similarities and differences of Creative Cities Network members at home and abroad to reveal the reference and revelation for Chinese cities who want to join the Network.Chapter Three:the emphasis and goals of this study. This chapter firstly summarizes the present situation for Chinese cities to join in Creative Cities Network and successful experience about those cities joined in it, analyzes the problems for those cities who will join in it. On this basis, it summarizes the basic work to join in Creative Cities Network from protecting urban cultural heritage, developing creative industry, developing creative tourism, improving urban cultural infrastructure and improving citizen participation, etc. It also puts forward concrete technology strategy according to those problems for Chinese cities to join in Creative Cities Network nowadays; Finally, puts forward the supporting policy system for Chinese cities to join in Creative Cities Network around the implementation of foundation work and technology strategy.Chapter Four:is the case analysis of this study. In this chapter, it focus on how Chongqing apply to join in Creative Cities Network and become " a UNESCO City of Gastronomy " and explores the specific methods and policy. Firstly, analyzes the rationality about the choice of declaration " a UNESCO City of Gastronomy " for chongqing from its cultural gene and the status; Secondly, makes a SWOT analysis for Chongqing declareing " a UNESCO City of Gastronomy "and rationally investigate the basic situation for Chongqing to join it; Based on this, puts forward related countermeasures for Chongqing.Conclusions and Outlook:it mainly carries on the summary and sublimation. Through in-depth analysis and research of Creative Cities Network, it gradually clarifys the nature of UNESCO Creative Cities Network from five aspects. First, as one of the three flagship cultural projects, Creative Cities Network doesn’t turn up accidentally, but continues the concept of cultural perservation contained in the project of World Heritage Convention and Intangible Cultural Heritage in the global post-industrial society; Second, for those cities joined in Creative Cities Network, firstly they are people-oriented cities, secondly are rich in cultural diversity, thirdly they know how to give play to creativity of humankind and is good at making use of characteristic cultural resources to promote the economic prosperity of the city; Third, for cultural diversity, Creative Cities Network is the platform of protection and reuse of cultural diversity under the city field; Fourth, for cultural industry, Creative Cities Network provides opportunities and motivation for the development of cultural industry and the international sales channels for cultural products; Fifth, for the relationship between cultural diversity and cultural industries, UNESCO promotes the perservation of world cultural diversity through developing cultural industry under the city field to realize a win-win situation between the perservation of cultural diversity and the prosperity of culture industry. Given the characteristics of Creative Cities Network, those cities who will join in it should pay attention to the coordinated development of economic and cultural construction when they propose the method and policy for application. To join in Creative Cities Network is just the first step for those citise to develop internationally, they should pay more attention to how to construct creative city better than before in the future so as to realize the goals for application. In the future, Creative Cities Network will build the related management mechanism with the its expansion. Chinese cities should make great efforts to get our own voice in the creative cities network and strive for better policy environment for urban development of China.There are four major innovations in this research. Firstly, the subject itself has innovative significance. Currently comprehensive theoretical research for Creative Cities Network is rare. The related contents about this study provide the related material for further study on Creative Cities Network and provide a certain theoretical basis for it; Secondly, this research systematically cardings the ventation of the development about the concept for cultural perservation of UNESCO. Now most research for three flagship cultural projects -UNESCO World Heritage Convention^ Intangible Cultural Heritage and Creative Cities Network only discuss a single project itself, the research to carding the the ventation of UNESCO’s three major cultural flagship projects is rare. To comb the developing ventation can avoid the disadvantages of one-sidedness. Thirdly, to study creative cities from the cultural perspective. Creative Cities Network is made up of creative cities. But at present most study of creative cities take root in economics and urban planning study, theoretical research rooting in culturology is rare. Creative Cities Network is a UNESCO flagship cultural project and creative city should pay attention to livelihood of citizens, so the study of Creative Cities Network from cultural perspective is reasonable; Fourthly, to explore the method and policy to join in Creative Cities Network emphatically from perspective of the coordinated development between culture and economy, public participation and the livelihood of citizens break through the inherent model to apply for Creative Cities Network in China.
