With the settlement of the issue of agriculture, rural areas and peasants (hereinafter referred to as three rural issues) proceeds, the peasant citizenization phenomenon has aroused wide concerns from all sectors of society. A large number of scholars have studied it from different discipline perspectives. The nature of peasants citizenization means labor transfer between cities and courtiers in term of space, and between industries of agriculture an(?) non-agriculture. Why peasant citizenization is necessary? Whether is it fuelled by economy or own desire of peasant workers’or needs of government? What is the nature and basic appeal of peasant citizenization? Is government making effort to propel peasant citizenization? What is the reason of the facilitation? And how? Does policy change pose any impact on peasant migration? And how? What’s relationship between urban and rural harmonious development and peasants engineering peasants? Does policy change have positive or negative effect on peasant citizenization? Is there any policy meaning in acquiring the relationship? Can social economy provide sufficient employment opportunities? Are peasants capable of finding jobs and supporting their survival? Does urbanization policy encourage or restrict peasant citizenization? Is agriculture in a full-fledged status to satisfy the demand of population from migrant workers? This essay conducts a specialized study on factors affects peasants citizenization which not only bears abundant significance in supplementing peasant citizenization, also in practice of peasant citizenization.Ⅰ. Main ContentsOn the supposition that agriculture development is capable of meeting demands of peasant citizenization, this paper focuses on factor analysis of following aspects:whether economical development is capable of absorbing peasant workers; whether peasant workers are willing to and able to work and start business in cities; whether government policy is discouraging or encouraging peasant citizenization. After that, proposal about incentive condition creation is presented and policy suggestions are put forward.Part 1 consists of demarcation of study objectives and theory explanation. It establishes the study objectives and scope, and then outlines the institution theory and labor migration theory. Application of these theories is also explained.Part 2 is mainly depicts the study citizen transformation and its influential factor analysis. It examines the agents motivates peasants citizenization process and its development process. An investigation about the survival situation of peasant workers in Beibei District, Chongqing was carried out to conclude problems and impediments of peasant citizenization. The survey reveals the top 3 significant factors influential such process is economic development, quality of peasant workers, and government policy.Part 3 concentrates on the explanation on the former three factors on peasants engineering citizen. A statistic model is devised to analyze the level of the process in a quantitative way, it expounds the interaction and incentive conditions of economic development, quality and ability of peasants and desire of peasant worker to obtain citizenship in peasants engineering citizen process. It also elaborates the function of government policy in such process.Part 4 introduces how to create condition to promote peasants engineering citizen process. Building on the demonstration of effect mechanism of economic development, quality of peasant worker and government policy, this dissertation proposes favorable conditions must created derived from the three factors. Agriculture modernization is conducive to release more surplus rural labors; the prosperity of labor intensive industry is conducive to absorb transfer peasants; promptly policy update is conducive for peasants after the transfer of peasants between rural and urban in terms of space and industries to obtain citizenship.Part 5 presents conclusions and policy suggestions. Following the conclusions of these three significant factors on peasant citizenization, specifically, full developed agriculture is the premise and guarantee of peasant citizenization, so it explicitly points that capital, technology intensive modern agriculture should be promoted in rural areas and labor-intensive non-agricultural industries in metropolitans and towns. Meanwhile, policy suggestions on household register revolution, related society security elimination obstacles for peasant citizenization are proposed.Ⅱ. Main ConclusionsBased on the theory of institution change, labor transfer and dual economic structure in rural and urban, with the combination of harmonious rural and urban development as well as peasants citizenization literature review, this paper examines three factors i.e. economic, quality of peasants and government policy on peasants citizenization and comes to the conclusions:1. Fully developed agriculture is the premise for peasant citizenization. The process will increase the urban population which entails agriculture is competent to provide extra yields. to meet the demands of migrant workers. Supply of labors in countryside is reduced, hence naturally, other factors of production is supposed to be invested. If not, it will cause demand failure which restrain the peasant citizenization.2. Labor intensive industry should be promoted to provide full employment opportunities for peasant workers. The nature of peasant citizenization is the labor transfer between spaces and industries; hence the immigration cities and towns should be capable of offering sufficient jobs to retain such group.3. Capital and technology intensive modern agriculture should be facilitated. They not only increase possibility for industry transfer of peasant citizenization, also satisfy the demand of migrant workers.4. Government should initiatively make policies to promote peasants citizenization. In areas where factors as social economic, quality of peasants and appeal process are mature enough, government should actively eliminate obstacles for citizen register and other security institutions.Ⅲ. Innovative Points1. Fully developed agriculture is the premise for peasant citizenization. On the supposition of full-fledged agriculture development which is able to satisfy demand of accrued population in urban, this dissertation explores how economic development, quality of peasant and government policy impact peasants citizenization process. Distinctly placing fully developed agriculture as the premise, this study initially answers questions like whether agriculture is in a full-fledged state to meet the demand of peasant citizenization?, and then it scrutinizes influential factors of peasants citizenization.2. The main explicit influential factors of peasant citizenization lie in society and economic development, quality of peasant and policy guidance. Regarding society and economic development as most significant factors in the process, this dissertation devises the structure of policy suggestion for peasant citizenization. From the perspective of balanced development of urban and rural, it optimizes frame of peasants engineering citizen process of many scholars to design a policy analysis frame. Finally, it proposes a overall frame which can facilitate the peasants citizenization.3. The adjustment of industry structure and citizen register can promote peasants citizenization. Capital and technology intensive modern agriculture should be advocated in rural areas and labor intensive non-agricultural industry in urban areas. Simultaneously, registration and security institution which hinder peasants citizenization should be changed.
