Advanced political consciousness is the soul of a political party, a regime of a country,a nation to guide political progress. Without the right political consciousness as theguidance of a country’s political life, the political life country cannot keep healthydevelopment. It is an important and arduous task for the ruling party and government toeffectively guide the healthy development of political consciousness, to meet the need ofthe political construction. During the historical course of modernization in contemporaryChina, each nation-state’s ruling party and government have had or are going through onthis problem for a tangle of choice and the practice exploration, that whether the rulingparty and the government can effectively guide the progress and development of politicalconsciousness, that whether they can make people get high political identity. What are themain problems of guiding the political consciousness? What are the deep-seated reasons ofthe guiding problems? And how to deal with them? This dissertation is going to carry outthis problem.The full Text structure includes introduction, body and conclusion, the body part isdivided into five chapters. Various parts of the content outlines have summarized asfollows:The Introduction part firstly defines and contract a few basic concepts includingpolitical consciousness, political consciousness guidance, political culture and politicalsocialization. Secondly the theoretical aspirations and reality demands of the research onpolitical consciousness guidance in contemporary China are emphasized. Thirdly theresearch method with its characteristics and possible innovation and deficiency areintroduced.The first chapter focuses on the development of political consciousness incontemporary China. At first it analyses the development situation of contemporary China’spolitical consciousness, including the establishment and content of the leading politicalconsciousness, and the relevant empirical considerations. The socialism theory withChinese characteristics in contemporary China constitutes the dominantly theoretical levelof guiding the political consciousness, while the socialist core value system holds theessence of contemporary China’s leading political thoughts and political ideology ofessence; the dominant political consciousness of the Chinese Communist Party has got most people’s political identity, but still away from being the mainstream politicalconsciousness, as people show the ambivalence of concept identity and contradictedpractice. Second, it analyzes the main problems in the current political consciousnessguidance, that the low convincing degree of political consciousness, the poor disseminationof political ideology, the strategy and the tactics of guidance waiting to be updated and theruling party members’ political consciousness which is waiting to be improved. Theseproblems restrict development process of transforming the ruling party’s politicalconsciousness into the mainstream political consciousness in society.Following the first chapter questions, the second chapter proposes to analyze thedeep-seated reasons during the process of guiding political consciousness. The level ofproductivity development, a series of economic supporting systems and the inherentlimitations of the economic way of life constitutes the constraints to guide the politicalconsciousness. That lack of institutions to Safeguard citizens’ right to know, politicalparticipation, and the right to express supervision system led to the delayed and poorresponse to the political system. Blind western-worship, setback for socialist inquiry andlong-standing feudal consciousness, have also hindered people’s recognition andacceptation of the community dominant political consciousness. The current low ebb of theworldwide socialism tide and hostile western forces who have stepped up the "colorrevolution" create a complex international environment of guiding political consciousness.The third chapter emphasizes the necessity and urgency of enhancing the ability ofguiding political consciousness. The construction of socialist harmonious society urgentlyneeds the ability to boot to enhance political consciousness to help promote social cohesionand consensus, stimulate social dynamics, and resolve social conflicts. The lag ofContemporary China’s political system reform, the development dilemma of democracyinstitution and the legal system also urges the guidance of political consciousness forsolutions.The Communist Party of shouldering the arduous task and the historical mission,of facing international environment and the requirements of the times, as well as the rulingparty’s own situation and problems are to enhance the ability of guiding politicalconsciousness in order to promote the ruling party’s ability to govern. The social costs ofsafeguarding national security, history and reality base and social psychology have shownthat the political consciousness of guidance and national security are closely linked, and athreat to political consciousness in response to national security also urgently needs theruling party to enhance the ability of guiding political consciousness. On the basis of a clear understanding of the constraints of guiding politicalconsciousness and the need to enhance the guiding ability, the fourth chapter furtherelaborats the role of the ruling party and its government in guiding the politicalconsciousness during the boot process. First of all, ameliorate the socialist political theorysystem from improvement of theoretical content and the level of popularization of politicaltheory. Secondly, improve the methods of guiding political consciousness, from theinnovation of the mass media, the change in the way of education, the optinization of thecultural products supply, the use of typical events to promote regional and internationalinteraction, etc. Again, lead political socialization process through identifying needs andsupporting systems, promoting democratic political construction, and making good use ofvarious political socialization ways.Focusing on the key players in guidance of the contemporary Chinese politicalconsciousness, the fifth chapter starts to discuss how to enhance the ruling party’s guidanceability of political consciousness. First, the ruling party members need to strengthen thestudy of political theory. Second, the ruling party needs to insist on in-depth study of thelaw of guiding the political consciousness, concerntrating on how to consolidate theobjective basis of the political consciousness, how to grasp the characteristics of politicalconsciousness, and how to innovate and develop the Party’s dominant politicalconsciousness, how to improve the way of guidance, and so on. Third, based on a broadercultural horizon and stance, the ruling party needs to coordinate properly not only therelationship between the traditional political culture and the modern one, but also therelationship between the local political culture and the foreign one.Led by the case Study of the contemporary Chinese political consciousness, the studytries to start from the position of constructing a dialogue, expand a Chinese scholar’stheoretical perspective of guiding political consciousness, conduct a discussion and putforward her viewpoints. The study also tries to consider guidance of political consciousnessas a widely applied paradigm, hoping to form the complementary choice to politicalsocialization, political identity theory and other related research paradigms.
