The Rise Of New Social Stratum And The Leadership Of The Communist Party Of China To Realize Path

New social strata are developing social groups in the continuously deepening ofreform and opening-up, experiencing the phase of slow start and rapid growth, theninto a stable period of development. This group are beneficiaries of reform andopening-up, but also breeders participants and promoters of socialist marketeconomic system, and builders of socialist modernization with the important functionsof promoting development and harmony. Meanwhile, the ideological understandingand value orientation of the new social strata is characterized by diversification.Anyway, the new social strata are important and reliable ally of the Chinese workingclass under the new historical conditions. In the process of leading people of allnationalities to achieve great rejuvenation of the Chinese nation, the Communist Partyof China, in addition to play a dominant role of the working class and the majority offarmers, must also unite all forces that can be united, highlighting the major role ofthe new social strata in building socialism with Chinese characteristics.Playing the major role of the new social strata to make it a positive energy inbuilding socialism with Chinese characteristics, we must strengthen the Party’sleadership of the new social strata. The leadership of the Communist Party of Chinacomes from the proletariat’s leadership of the socialism cause, but to achieve theeffective leadership of the new social strata, we must build unity relation mechanism,guiding the new social strata to recognize and accept the Party’s line, principles,policies and socialist core values by extensive contacts, strong unity and enthusiastichelp. To achieve the CPC’s leadership of the new social strata depends on theeffectiveness of building the unity guidance system and the unity guidance work.Burdened with the important task of leading Chinese people to achieve modernization,for Communist Party of China facing the world and the future, strengthening theirown advanced and purity construction is needed in order to enhance the unityguidance of new social strata. At the same time, great efforts should be made in threeaspects:Firstly, give play to political inclusive features and advantages of China’s basicpolitical system, taking unity&guidance of new social strata into the framework ofmulti-party cooperation and political consultation system. Actively and steadilydevelop members of democratic parties in the new social strata, making participatingparties as organizational rely on the solidarity of the Chinese Communist Party tounite and guide the new social strata. At the same time, the self-construction of theCPPCC should be strengthened, adapting to the changes in social structure, activelyand steadily adjusting the CPPCC sector policy, absorbing the outstandingrepresentatives of the new social strata into the People’s political ConsultativeConference, strengthening the sector construction to achieve CPC’s leadership of thenew social strata in guiding their orderly political participation. Secondly, to fully tap the resource advantages of the Communist Party of China,relying on the Party’s organizational network, taking the unity and cohesion of thenew social strata into the work system. Grass-roots party organizations should focuson the role of exemplary fortress in the unity and cohesion of the new social strata,giving special attention of the new social strata from the height of expanding theParty’s mass base and consolidating the Party’s ruling base, innovating thinkingcarrier and method of unity and guidance to do the unity&guidance work well, withthe sincere service as precursor, the social practice as platform, the typical model aslead, and the “two new”Party-building as opportunities.Thirdly, take social organizations and urban communities as basic position ofuniting and guiding the new social strata. In the conditions of relative separationbetween state and society, and the first prototype of civil society, social organizationsare key areas where outside forces and alien force compete for ideological leadershipwith Communist Party of China, and communities become space and stage whererelative social forces compete for exerting influence. Therefore, the ChineseCommunist Party must hold the basic position such as society organizations andcommunity to strengthen the unity and guidance of the new social strata，imperceptibly doing the spreading work of socialist core value system well, increasingthe new social strata’s recognition of socialist ideology to realize the Party’sleadership of the new social strata based on their “consent” and “consensus”. So at thelevel of social organization, the contact mechanism between the Party and socialorganizations must be built, relying on the hub of social organization and managementhub contact mechanism to strengthen ties of many social organizations, making socialorganizations as a bridge and link for Party’s unity and contacting the new socialstrata by boosting the career development of new social strata. At the community level,grass-roots organizations of the Communist Party of China should incorporate thework of uniting and guiding new social strata into the mass working system,integrating the community resources to do the job well together.
