Ideological Status Of The New Social Class And Construction Of The Ruling Party's Ability To Govern

After the reform and opening up,during the process of China's market and modernization , with the changes of the ownership structure and the industrial structure, the interests of society were redistributed at all levels of society and gradually formed six new classes including a self-employed, private entrepreneurs, the entrepreneurs of private technology enterprises etc. The non-public economics of Wuhan City has been developing rapidly after the reform. With the development and growth of the non-public economy in Wuhan, non-public ownership economy has played a significant role in the economic and social development of Wuhan and the new social strata in Wuhan has formed gradually. Because the previous research on the new class was less,the text tries to do some shallow studies to the new classes' ideological status of Wuhan City . The results show that the ideology of the new classes of Wuhan has the following areas: Due to the impact of the country's reform and opening up policy, they have high identification to the reform policies of the party and state, but the degree of satisfaction to the integrity of the Party building is not very high; the new classes have awared that the education has the significant impact to their own success; in terms of value, new classes have inherited more traditional Chinese ethics , having deep feelings to their relatives, having strong family values. They also have some legal awareness and have the desire to pursue personal interests and individual freedom. To the social responsibility, they have conflicting views; for the reasons of safeguarding its own interests, the new social strata have a strong sense of political participation. However, as the political participation's channels are relatively narrow, their satisfaction levels to political participation is low. Meanwhile the new classes have strong utility to political participation and their aim level is low. There are still some negative factors in the thoughts of the new classes: Some private entrepreneurs lack of the awareness of business ethics, having the tendency of luxury consumption and having the thoughts of extreme individualism and enjoy. In the cases of the emerging of the new classes, if the ruling party wants to consolidate its ruling status, it is necessary for the party to attach importance to the ideological situation of the new classes. Negative factors, including the problems in the non-public economic development, the lack of party organizations in the enterprises, the channels of the political participation being not opened completely and the individualism, and the hedonism , give a new test to the party's ability to govern. To strengthen the party's ability to govern, the party must take some positive steps according to the ideological situation of the new classes: Promoting the development of the non-public economic development, strengthening the building of the Party's organizations in non-public-owned enterprises, expanding the channels for political participation, improving the quality of the new classes, increasing the sense of social responsibility.
