Since its coming into power, the Communist Party of China (CPC) has paid great attention to its governing theory and governing power. In the21st century, China and its ruling party, CPC are confronted with opportunities and challenges. On one side, the theoretical basis and guiding idea of CPC are further developed and innovated. CPC formulates the theoretical system of socialism with Chinese characteristics and expands the Party’s class and mass foundation. CPC leaders become younger and better educated. The party itself and the socialism cause with Chinese characteristics are full of vitality and vigor. On the other side, the historical position, mission and status of CPC change. CPC is currently in the severe test because of economic globalization, thought diversification and market economy. CPC as a long-term governing party are faced with mental slack, incompetence, separation from the people, bureaucratic style of work, and corruption. How to strengthen the party, to make the party walk in the forefront of the times, to be the backbone of all Chinese and to be the strong core of leadership are a historical project which CPC must resolve. Thus CPC must solve the problems on how to educate CPC members with effective governing idea and how to internalize and externalize the governing idea, i.e. a party by the people and for the people, within CPC members.If CPC’s governing idea is the systematic answer to some basic questions, like "why does CPC govern","whom does CPC govern for","how does CPC govern" etc., then the education of its governing idea could be the systematic answers to questions like "why does CPC educate","what does CPC educate" and "how does CPC educate". The dissertation examines the education of CPC’s governing idea from the theoretical, historical and practical dimensions. Firstly, it analyzes the connotation, content and characteristics of CPC’s governing idea under the guidance of dialectical materialism and historical materialism, based on governing party’s theories proposed by classic Marxism writers.Secondly, according to Chinese modern and contemporary history and the history of CPC, the dissertation expounds the historical necessity of governing idea education, explains the historical trajectory of governing idea education, and analyzes the education content in different eras and its historic features based on classic Marxist works. Then, this dissertation clarifies the subject and object of the party’s governing idea education and analyzes their relationship to construct the object and content system of governing idea education, with the governing idea as the theoretical basis and with the governing practice as the objective basis. Finally, the dissertation explores the principle, manner and method of the party governing idea education and reveals its law, by inheriting and learning from ancient Chinese excellent education idea and foreign governing party construction theory and practice.There are eight chapters in this dissertation, and its main contents are as below:Chapter1is preface which explains the relevant issues on choosing this project "Governing idea Education of the Communist Party of China", including the purpose, significance, research status, goal, manner, technical route and innovation. This dissertation considers that the research of CPC governing idea education has two points of significance. The first one is that the definition of idea, the demonstration of historical necessity of governing idea education, the clarification of subject and object of governing idea education, and the content system of governing idea education can enrich the theory of ideological and political education and governing party construction; Second,the proposed purpose, principle, manner, route of governing idea education can provide reference for the CPC governing idea education and its cadres education. This dissertation examins the research status of this selected topioc, which includes the research on CPC governing idea and its education, the research on foreign governing party idea and its education, and the research on relevant content in ideological and political education. Although the current research on the content of CPC governing idea is comprehensive and systematic, the research is relatively rare in the field of the governing idea education. There is no monograph on the governing idea education so far. Under the guidance of dialectical materialism and historical dialectical materialism, this dissertation studies the theoretical and practical problems on the party governing idea education, by using knowledge of philosophy, political science, education and history, by means of history penetrating, rules seeking, comparing and referring.Chapter2explains the relevant concepts about governing idea education of CPC. It mainly analyzes a series of concepts, such as political party and governing party, governing idea and the governing idea of CPC, CPC’S governing idea education, governing idea education and ideological, political education and so on. It is clearly stated in the dissertation that both political party and governing party are the products of social political and economic development at a certain historical stage. Regardless of their own nature, both of them have the characteristics of class division, organizing and intermediary. Governing party is the party to control the state regime through regulated election or violent revolution. Governing idea refers to the basic views and values that the governing party has on the whole governing performance. CPC governing idea is the party’s complete and systemic responses for the basic questions such as "why to rule","rule for whom","how to rule", etc, which consists of three parts:central governing idea, basic governing idea and concrete controlling idea. Distinct party character, practical guidance and content creativity are the basic features of CPC governing idea. CPC governing idea education is a series of well-organized and well-planned educational activities for the party cadres, with its certain education goal and governing idea. This education activity has its certain objects, goals, methods and laws. CPC has the traditional performance of ideological and political work, which has the general and special relation with governing idea education.Chapter3expounds the theoretical basis of CPC governing idea education, which consists of governing idea of Marx, Engels, Lenin, Stalin and Chinese Marxism. The dissertation classifies Chinese Marxism’s governing party’s idea into two stages:democratic revolution period and post-founding period of new China. In Marx’s opinion, communists without self-interests are the public servants. The governing idea of a proletarian party aims to realize the dreams of the overall and free development of human being, and to develop productivity as well. Though Lenin and Stalin both inherit and develop their predecessors’party governing idea, however, historical limitations exist such as the governing idea not in accordance with practice, In the governing period at revolutionary base, CPC proposed a number of wonderful governing ideas, such as defeating non-proletarian idea with proletarian idea; emphasizing the party member and carders’party spirit cultivation and style construction; proposing the methods of "appointment by merits"; selecting cadres with both ability and political integrity, and so on and so forth. After the establishment of new China, CPC leaders, from Mao Zedong, Deng Xiaoping, Jiang Zemin to Hu Jintao, proposed governing idea of Chinese Marxism in the party construction practice. Party style construction determins the governing party survial. Communist party must administrate democratically and accept supervision. Communist party members are willing to be people’s servants. The party cardres must be more revolutionized, knowledgeable, professional and younger. They must stress learning, politics and moral rectitude. The party is for people and and by the people. The party should be the "three represents", that is to represent the advanced productivity, the advanced culture, and the fundamental interests of the overwhelming majority of the people in China. CPC should strengthen the construction of advanced party to have democratic, scientific and legal governing ideas. The ideas provide theoretical guidance for the governing party’s construction, and also lay a foundation for CPC governing idea education.Chapter4demonstrates the inevitability of CPC governing idea education. From the dimensions of history and reality, this dissertation systematically illustrates the historical inevitability of CPC’s governing idea education. First, based on modern and contemporary Chinese history and the history of CPC, this dissertation elaborates the historical inevitability of CPC governing idea education from the perspectives of CPC historic mission of national independence and people’s liberation, and the historical experiences and lessons from Chinese revolution and construction. Second, the reality urgency of CPC governing idea education for communist party members is elaborated from four aspects:party responsibility for country and people’s prosperity, the great challenge brought by the long and overall party governing, the changes of Communist party since China’s reform and opening-up, and the national and international environment faced with the governing of Communist. This dissertation argues that in the period of democratic revolution, the party guiding in the base areas is also part of the revolution. The pursuit of national independence and people’s liberation is the party historical mission, the party revolution and the core idea of governing. Governing a regime is a kind of responsibility as well as a kind of power. After the founding of the People’s Republic of China, the goal of governing idea education is to make communists remember the responsibility of realizing the prosperity gaol of nation and the people, and keep in mind the aim of serving people wholeheartedly. In21st century, for the profound changes among the political party, the nation and the world, CPC is confronted with the test of long-term governing, reform and opening up, market economy and international environment. The risks of mental slacking, incompetence, separation from the people and corruption requires the education of governing idea.Chapter5introduces the development history of CPC governing idea education systematically. According to the history of CPC and People’s Republic of China, this dissertation divides the development history of CPC governing idea education into three periods:democratic revolution period, post-governing period and post-reform and opening-up period, and then describe them respectively. According to the party’s history, the democratic revolution period can be subdivided into four stages:party building and great revolution, the agrarian revolutionary war, the Anti-Japanese War, liberation war. This dissertationand expounds the content and form of education at the four stages respectively. This dissertation considers that the characteristics of governing idea education during the period of democratic revolution are as followed. Number1, revolutionary education contains governing idea education. Number2, party’s leading cadres are the key object of the education. Number3, practical and realistic ideological line is the main content of education. Moreover, according to the history of CPC and People’s Republic of China, the second period of regime can be subdivided into two stages, i.e., socialist revolution period and the period of overall socialism construction. The third period of reform and opening-up is subdivided into three stages, i.e., initial period, comprehensive promoting period and the new century period. Different periods witness different contents and features of CPC governing idea education, which has left us with the same guidance and insights. Governing idea education should be combined with CPC central task, theory learning and the construction of political party system.Chapter6clarifies the subject, object, and the purpose of CPC governing idea education. The subject of CPC governing idea education is those organizations or individuals who specialize in ideological and political education and who are in the field of governing ides education. The subjects who are qualified for the education must have high quality of ideological and political consciousness, solid professional knowledge, capability of educating and teaching. The objects of governing idea education are the entire party members, no matter how old he is and whether he is in a high position or not, he must accept the governing idea education. The relationship between subject and object is a kind of object-oriented relationship. They are prerequisite to each other, and interrelated and interdependent with each other. However, the subject and the object sometimes can mutually transform, for example, an educator may be an educatee at another time. Although the subject and object of education have their own tasks, they share the same objective. The relationship between them is a horizontal relationship of equality and co-existence rather than a simply vertical relationship of educating and being educated. The individual goal of CPC governing idea education is to transform those communists into a person who is of high morality, purity, virtues, high-level interests and great benefits for the people. The social goal of CPC governing idea education is to cultivate a group of political and communist cadres who have strong belief in Marxism and CPC governing idea, and whom the common people believe in terms of politics, work, and behaviours.Chapter7constructs and demonstrates the content system and logical relationship of CPC governing idea education. Grounded on the classical literature of Marxism and the definition of CPC governing idea education, the content of CPC governing idea is condensed to the following seven logic categories:the state and the foundation of the party for the public; the people and the governing for the people; development and scientific development; science and scientific governing; democracy and democratic governing; ruling by law and governing by law; harmony and social harmony. In fact, the first two categories are in the central position and should be put in the first place of governing idea education. The latter five points are expanded from and subject to the first two categories. They are indispensable content in CPC governing idea education. The seven categories form the content system of CPC governing idea education, and they are interrelated, interdependent and inter-complementary.Chapter8proposes the basic principles, methods and main path of CPC’s governing idea education, and explores the law of education. The proposals and ideas in this chapter are based on the inheritance of the excellent educational ideas in ancient China, and the lessons drawn from the foreign governing party ideas and its educational thoughts, the theories and ideas of ideological and political education, as well as the lessons drawn from the CPC party construction. This dissertation summarizes three basic principles and7basic methods. The three basic principles are:the integration of theory and practice, the combination of understanding and practice, and the combination of inheritance and imitation. The7basic methodologies include theory-learning and teaching method, model teaching method, case teaching method, experience teaching method, simulation teaching method, comparative teaching method and extension teaching method. All of these six teaching methodologies are not the simple imitation of the full-time education teaching methods, but are chosen from numerous teaching methods according to the characteristics of adults and party cadres. Two main paths are designed in this dissertation, namely, from convincing through reasoning to convincing through sensation, and from academic discourse to popular discourse. Governing idea is a kind of ideological and political education, which should obey the rule of persuading people through reasoning, then inspiring them through affection and achieving the goal of reasoning through affection. Concept and category are two academic expressions for governing idea education. In order to realize the popularization and universalization of CPC governing idea among those communists, the first and foremost task is to transform governing idea from academic discourse to popular discourse, that is, to make it common and popularized. CPC governing idea education has no choice but to follow this path. Based on the inheritance of the excellent educational ideas in ancient China, the lessons drawn from the foreign governing party ideas and its educational thoughts, and the experiences from the development of CPC governing idea education, this dissertation draws the conclusion that CPC governing idea education must adhere to the laws of unity of purpose and regularity, the correspondence of education content and the theme of the present times, and the consistency of governing idea education and political ideological work.
