Since the reform and opening up, China has adopted a development strategy that "takes economic construction as the center". This development strategy has played an important role in promoting China’s economic development, and enhancing China’s comprehensive national strength and people’s living standards. However, we should also see that too much emphasis on economy construction and the relative neglect of social construction have resulted in the uneven development of the economy and the society. Today, the shortcomings of the reform and development have become increasingly apparent:the widening income gap, non-equalization of basic public services, pollution and destruction of the environment... As the contradictions accumulated chronically in reform began to break out, combining with the external environment’s impact, China has entered a period of the concentrated outbreak of public crisis.Public crisis tests the governance capacity of a government, in particular the governance capacity of the government at the grassroots level. Because on the one hand, grassroots government contacts the society most closely, so it is influenced most in the crisis; on the other hand, its capability of public crisis management directly determines the treatment effect of the crisis, and determines peoples’satisfaction with the grassroots government. From this perspective, it is a trend to improve the grassroots government’s capability of public crisis management. Based on those, we select the public crisis management of grassroots government as an object of study. In the period of social transition, the contradictions between the intensity and destroy of public crisis and the limitation of the governance capability determines the traditional public crisis management mode unsustainable. Therefore, the government needs to seek a new public crisis management mode. The concept of cooperative governance provides a useful perspective for us. The concept of cooperative governance emphasizes the collaboration between the government and the social forces in managing public affairs. Starting from this philosophy, it is necessary to change the mode of government managing public crisis alone in the past, and to introduce social forces into public crisis management to form a governance mode of "government-led and plural subject participated ", which is the basic conclusion of this paper.Begin with the definition of the basic concepts and theoretical analysis, this paper takes Bao’an District of Shenzhen as the analysis object, and analyzes the main problems and their causes in the public crisis management of grassroots government. On the basis of the experience of the public crisis management in western developed countries, the paper proposes countermeasures to improve the capacity of grossroots government in public crisis management. This paper is divided into six sections. The first section is the exordium, including the reasons of chosing the theme, the significance of the topic, the literature review, the research methods used in the paper, the innovations and defects of the paper and the basic structure of the paper. The second section is the basic concepts and theoretical basis of this study. This section makes a detailed explanation of the core concepts, such as public crisis, public crisis management and grassroots government, and introduces the cooperative governance theory and the crisis management theory. The third section is the public crisis management mode of Bao’an District, including the status quo of public crisis management in Bao’an District and the effectiveness of public crisis management in Bao’an District. The fourth section is the problems of public crisis management and their reasons in Bao’an District. The analysis of the problems is draw from the perspects of the government and social forces. The analysis of the reasons is draw from the functions of the government, civil society, the system and legal guarantees of public crisis management in Bao’an District. The sample representativeness of Bao’an District is analyzed in the last part of this section. The fifth section is the status quo and experience of public crisis management in developed countries, including the introduction of the two basic modes of foreign crisis management--government-type crisis management mode and social-type crisis management mode, the cases of public crisis mode of London, New York, Tokyo and the summary of the basic experience of public crisis management in the developed countries. The sixth section is the design of public crisis management of grassroots government in the context of cooperative governance theory, including the construction of public crisis management mode under the concept of cooperative governance, the basic principles of perfecting public crisis management in grassroots government and the countermeasures of how to enhance the capability of public crisis management of grassroots government and how to improve the cooperation between grassroots government and social forces. Finally, the paper summarizes the conclusion of this paper and makes a prospect of this study.There are three innovations in this paper. The first innovation is the theme of this paper. The paper takes public crisis management of grassroots government as an entry point, and takes Bao’an District of Shenzhen as the analysis object, which fills the research gaps in the field to some extent. The second innovation is the research perspective. The paper analyzes the practice of public crisis management of grassroots government by the "cooperative governance theory" from the perspective of "pluralistic governance", which is a novel perspective. The third innovation is the conclusions. Based on the experience of developed countries’"social crisis management mode", combining with the realities of public crisis management in grassroots government, the paper puts forward a new public crisis management mode of grassroots government, which is called the "government-led and plural subject participated" mode.
