Grassroots governance in rural areas is an important part of the national governance system and plays a fundamental role in advancing the modernization of national governance capabilities.However,with the comprehensive deepening of reforms and changes in rural society,the contradictions and problems in rural communities have presented complexity and diversity.The governance dilemma of rural communities calls for theoretical and institutional innovations in rural grass-roots governance.The governance level of rural grass-roots governments,as the front-line main bodies for serving and responding to rural social development demands,and promoting and realizing rural “good governance,” are directly related to the country's governance capacity.Under the background of realizing the modernization of the country's governance capacity and governance system,with governance theory and institutional innovation as the fulcrum,it is of great theoretical and practicalsignificance to discuss the governance role of the rural grass-roots government.As a modern advanced governance paradigm,collaborative governance is an overall system of nonlinear interactions based on the realization of common public interest goals and public service needs.Although originated in the West,this theory has a high degree of conformity and applicability with China's rural grassroots governance in terms of subject positioning,functioning,and mechanism operation.Therefore,this paper intends to reflect on the governance role of the rural grass-roots government from the perspective of collaborative governance.In the process of exercising political rights and performing administrative responsibilities,the grass-roots government forms a closely-linked governance network with village committees,social organizations,village groups,etc.This is the basis and prerequisite for collaborative governance.However,in fact,the rural grass-roots government often has the phenomenon of dislocation of governance roles,which is manifested in its lack of coordination capabilities,unclear positioning of other main bodies' power and responsibility,lack of a sound coordination mechanism,and so on,which also gives effective control to rural communities.Come to dilemma.Based on this,in the perspective of synergy,this article positions the grass-roots government as the coordinator between the coordinating leader and the multi-subjects,and achieves the reshaping of its role through the adjustment of the existing governance system's governance concepts,limits of authority and responsibility,and institutional arrangements.The purpose is to use coordinated governance asa fulcrum,to promote the implementation of a collaborative paradigm by correctly positioning the role of grass-roots governments,and to contribute to the ultimate realization of “good governance” in rural areas.This article is divided into five parts,the research ideas and main contents are as follows:The first chapter discusses the research background and significance of this article,domestic and foreign research review,research methods and innovations.The second chapter is the theoretical basis of the full text.It mainly elaborates the related concepts of this article: collaborative governance,rural grassroots governance,and the rural grass-roots government's theoretical origin,connotation,and development history.The third chapter analyzes the roles of multi-participants,including the rural grass-roots government,from two perspectives: grass-roots government,village self-government organizations,social organizations,and villagers as the synergetic main body.Each has its own governance advantages in the process of collaboration.Directors;collaborative governance requires that all subjects are closely linked,act in concert with each other,and co-govern with each other.The grass-roots government also plays a leading role in the process of synergy.Therefore,the grass-roots government and its counterparts,village self-government organizations,and the analysis of the interaction between the organization and the villagers.The fourth chapter analyzes the reasons of the dislocation of the role of therural grass-roots government,the dislocation performance and the resulting synergy dilemma.The rural grass-roots government is the leading collaborative entity.Its misalignment directly results in the sharing of rights and responsibilities,legality and effectiveness,and operational dilemmas of collaborative governance.The fifth chapter mainly elaborates the correct role positioning of the grass-roots government in collaborative governance,and corresponds to the governance dilemma,and puts forward a realistic path of correctly positioning the roles of rural grass-roots governments.These paths are also the key to achieving coordinated governance and good governance in rural areas,including reshaping the rural grass-roots,clarifying the limits of the powers and responsibilities of the various partners,and improving institutional arrangements to build a multi-cooperative coordination mechanism.
