The effectiveness of public policy as indicator that political system responds to thedemands of the members of society and provide specific outcome of public policy is animportant content of the study of political science. The public opinion generated in thepublic sphere play a positive role on promoting the effectiveness of public policy.However, the complicated and diverse perspective that public opinion impact on thepublic policy, which set obstacles to obtain internal consistency path of study. Theresearchers can look at both the internal consistency relations from more generaltheoretical perspective by revealing the structure, function and operation mechanism ofpublic opinion and examining the theoretical dimension of public policy and collectiverationality policy preferences. Public opinion, as the aggregation of the will of themembers of society, has a considerable degree of priority on promoting practicalsolutions to public affairs and obtaining the recognition and support of members of thecommunity. Promote the approach to the effectiveness of public policy include twoaspects, on one hand,the policy system formulate the policy scientifically, public policyis effectively implemented,policy outcomes are actively evaluating and adjusting, onthe other hand, the policy system positively respond to and absorb the collectiverationality policy preferences formed by the members of society. It is on the basis ofboth positive interaction, this dissertation established general theoretical analysis modeto promote the path for promoting the effectiveness.This thesis contains five parts: Part one, the historical development of publicopinion in public sphere. Part two, the conceptual framework of the effectiveness ofpublic policy. Part three, the dimension of public policy and its dual dilemma. Part four,the relationship between on public opinion and effectiveness of public policy. Part five,the selective path for promoting the effectiveness of public policy. Part one reviews the development and formation process of public opinion inpolitical study and an overview of the rise of public opinion in the publicsphere,Meanwhile, analyzing the function and properties of public opinion andrevealing that function transformation in modern society. Explores public opinion howaggregate the opinion for public affairs and public policy of members of society fromthe basis of correlation analysis. This paper argues that is a prerequisite for theformation of public opinion about the formation from the mass to the public. With theliberation of the individual from the dependent situation, the individual get theautonomy and selectiveness. In this process, the individual has a dual role. On the onehand, to express their views on public policy to focus on the reasonable and fairallocation of public resources, on the other hand, enjoy the welfare of public policy, thisdouble meaning has brought a new perspective for the analysis of the effectiveness ofpublic policy. By examining the process of public opinion, the trend of integration wasdisplayed clearly the public opinion influence on the effectiveness of public policy andpublic policy-making process. This also laid the analytical foundation from the study ofpublic policy in the perspective of political science.Part two expand the argument from the two aspects, first of all, examine the twoimportant prerequisites for the analysis to the effectiveness of public policy and thehistorical background of the formation. The promotion of the effectiveness of publicpolicy can`t be separated from the effective implementation and positive assessment.Secondly, reasoning the conceptual framework and the path for promoting theeffectiveness of public policy in within the system of policy. The conceptual frameworkis built on impact on the environment of policy and the relevance of the input andoutput of public resources, finally settled on the specific share obtained from the resultsof public policies to the individual. The path for promoting the effectiveness of publicpolicy is to ensure the effective convergence and interaction of the various stages of thepolicy process, concentrate on the unity of policy objectives and policy resources andpolicy control of unintended consequences.Part three focuses on two-dimensional of public policy and analyze the advantagesand disadvantages of the approach which promote the effectiveness of public policyfrom the traditional sense. This thesis analyzes the path for promoting the effectivenessof public policy through policy dimension on the basis of above analysis. Policy leadercentralizes the necessary resources and Human Resources to overcome the obstacles factors affecting the implementation of policies, the other hand, Policy`s leader create agood external environment in order to achieve policy objectives, these environmentsfactor including the coherence between the different stages, the mutual flow of resourceand government decrees in the policy process. Policy`s leader use authoritativeness topromote the effectiveness of policy. From the horizontal dimension, any singleorganization can not fulfill all the resources needed to achieve the policy objectives. It isnecessary to introduce, absorption, conversion of other organizational resources, andthese resources are often from other organizations and systems, these resources canprovide the necessary supplement of resources for promoting the effectiveness of publicpolicy.Part four examines the real choice of the members of society to express their viewson public policy. The reason why the members of the community to express their viewson public policy and preferences, it is the most important reason to on the allocation ofpublic resources would impact on the living standards of the public. The public hopethat policy-maker allocate the public resource fairly by expressing realistic expectationsto public policy. Policy benefits and Individual utility is result of public policy.thepublic hope that public policies can maximize welfare and individual utility and theycan obtain maximum results of the public policy. Public opinion influence theeffectiveness of public policy through two way which is the consistency and covariation, consistency more reflect the content of the public policy can effectivelyrespond to the demands of the public, co variation reflect the changes of public opinioncan lead to policy change, it is based on the impact of public opinion on public policythrough consistency and co variation, it has laid a solid empirical and factual foundationfor analyzing the collective rationality policy preferences to enhance the effectivenessof public policy.Part five do study through two aspects, this paper analyzes the fundamental impactthe collective rationality policy preferences to enhance the effectiveness of public policy,on the other hand, analyzes the reason and type of the failure of public policy andenhance also the effectiveness of public policy through preventing and overcomingbarrier factor caused the failure of public policy. the collective rationality Policypreferences is a rational view and consensus,it reflect the understanding and awarenessof the public to practical affair and it is true, accurate, Compared to individual opinions,the collective rationality policy preferences is more accurate and stable, Its contents is also more realistic and consistent, it changes by a predictable way. When respondingpositively to the policy system and the adoption of policy preferences, not only able tocorrect the errors of judgment of the policy, but also to ensure public policy set by therecognition and support of the question is agreed by most members of society. It is thereason of failure of public policy that public power was monopolized by specific sectorand fragmentation and heterogeneity of public power. The type of failure of publicpolicy include the failure caused by policy-maker, policy process and policybeneficiaries.
