A Study On The Effectiveness Of Local Government Policy From The Perspective Of Thomas' Theory Of Citizen Participation In Decision-making

In recent years,the public policies issued by local governments in China have frequently been characterized by the lack of effective policies,such as changing the rules and regulations,lack of scientific demonstration and decision-making mistakes.This is not only unfavorable for achieving the intended goals of policies,wasting public resources such as manpower,material resources,and financial resources,but also destroys the stability and authority of public policy,and has a negative effect to the government's credibility and social stability.With the advancement of the democratic political process in our country,citizens' awareness of participation has gradually increased.In order to safeguard their own legitimate rights and interests,they are constantly required to participate in the government's decision-making process.In the actual social life,the lack or excessive participation of citizens has become a failure of public policy.important reason.In the new era of socialist development,improving the decision-making skills of public managers,improving the quality of public policies,maximally avoiding the lack of effectiveness of public policies,and better safeguarding the public interests.It has proved to be an important subject which can promote social fairness and justice and improve the well-being of the people.In order to achieve this dream,it is necessary for public decision makers to accurately grasp policy issues and adopt appropriate levels of citizen participation and participation in decision-making,and to exert the positive role of citizens in government decision-making so as to achieve the purpose of improving the effectiveness of public policiesBased on the theory of professor Thomas of citizen participation in decision-making of citizen participation in appropriate degree angle,the author according to the requirement of policy quality and acceptability,put the policy issues is divided into four categories,namely: The quality requirement of policy is high,while the acceptability requirement of policy is low;The policy acceptability requirement is high,but the policy quality requirement is low;The policy quality requirement and acceptability requirement are high;Policy quality requirement and policy acceptability requirement are low.Public decision makers thus determine the extent and manner of citizen participation based on the characteristics of different public policy issues.Subsequently,the author used a multi-case analysis method to conduct a profound analysis of the first three types of policy failure cases,illustrating the reasons for the lack of policy effectiveness: the decision-making goals deviate from the public interest,the overall quality of public policy makers is not high,there is no accurate definition policy issues,improper citizen participation,decision-making mechanism and decision responsibility mechanism is imperfect,and so on.Finally,the author puts forward the path of improving the effectiveness of public policy in establishing the public interest goal,improving the quality of decision-making,improving the acceptability of policy and improving the public decision-making system.
