Future uncertain harmful consequences of public emergencies and thegovernment limited capability together urged the government to seek thesupport from the social forces in emergency management. It proposed newrequirements to actively participate in social affairs, when societyorganizations mature. In recent years, it can be found everywhere thatgovernment cooperates with the non-governmental organizations,businesses and citizens to cope with the public emergencies. Though crisisresponse achieved certain results, the coordination was not as expected. Forthis reason, the paper is to research on the government coordination abilityof responding to public emergencies, and focus on the structure ofgovernment coordination ability.Drawing on the theory of crisis management cycle, the capability ofgovernment and its structure and governance, and following the idea of analyzing the context, the central node, hierarchy and value implication, thepaper divides government coordination capability into four parts: thecoordination capability of government law, the coordination capability ofgovernment staff, coordination capability of government information andcoordination capability of government resources. The main part of thepaper is to analyze the four abilities.In this paper, the author analyzes the coordination capability ofgovernment law in three aspects: First, the perfection of institutionalframework in emergency response, including systematicness of emergencylaws, the coordination of the emergency regulations, the operation of theemergency plan system; Second, the completeness of governmentcooperation agreement framework, including regional intergovernmentalemergency cooperation agreement, the public-private cooperationagreements and the government-NGO emergency cooperation agreement;Third, the emergency system update capability, including the assessmentability of established emergency response system and emergency systemcorrection capability. The first and the second are static coordination of the results, and the third is a dynamic coordination of the process.The paper analyzes the coordination capability of government staff fromfour levels: First, the consistency degree of the understanding of the valueof emergencies to which social main subjects jointly respond, including thecognition of natural, industrial and social risks and the self-cognition ofparticipating in and coping with risks; Second, the integrity andcoordination of the emergency organization system, including the coverageextent of the boundary and the clarity responsibilities of emergencyorganization; Third, the coordination level on emergency response,including the emergency response capability of government officials andsociety members; Forth, the government incentive constraint capacity,mainly including effectiveness of administrative incentive and restraintmechanisms and administrative accountability. The first three are the staticresults of coordination, the fourth is the behavior coordination process.The paper analyzes the coordination capability of governmentinformation from three levels: First, coordination obtain ability of thegovernment information, including a full body, whole process, fully functional emergency information management system platform and theobtain ability of informal information, such as, gossip, rumor, etc. Second,the coordination decision-making capability on the governmentinformation, including the government ability of defining emergencysituations and the emergency coordinate decision-making ability; Third, thecoordinated supply capability of government information, including thelevel of information disclosure and information rendering capabilities. Thethree levels reflect the information input, the process of conversion andoutput.The paper analyzes the coordination capability of governmentresources from three aspects: First, emergency resources reserve capability,including scientizatin and rationalization of emergency supplies reserve,the sufficient extent of government emergency funds and the market size ofemergency industry and emergency insurance; Second, the obtaining andscheduling capabilities of emergency resources, including emergencymobilization, the capability of raising material and the effectiveness ofemergency logistics; Third, the capability of emergency resource allocation, including fair and equitable distribution, the ability of assessing the loss ofpublic and the effectiveness of loss compensation mechanism. Three levelsgenerally follow the logic of resource reserving, scheduling and allocating.Using the framework of government coordination ability to deal withthe reality of responding to public emergencies, it can be found that, thelack of law framework and update constraints the coordination capability ofgovernment law, the differentiation of body awareness and action restrictedthe coordination capability of government staff, the inefficient ofinformation collection and application constraints the coordinationcapability of government information, the lack of the resource reserve andconfiguration of constraints the coordination capacity of governmentresources.Based on the above, to enhance the government coordination ability ofresponding to public emergencies, we need to perfect the emergencyresponse law for enhancing the ability of the system of governmentcoordination; adjust the main cognitive and behavioral for enhancing thecoordination capacity of government staff; enhance information collection and application for enhancing the coordination capacity of governmentinformation; optimize resource storage and configuration to enhance thecoordination capacity of government resources.
