Today America is a political multicultural society, the political interaction betweeninterest groups of the U.S. and administrative agencies produced a profound influence onpolitical process, it is the important port of American political life. The introduction of any ofthe administrative rules and regulations and part of the legislative regulations, is the results ofthe game between interest groups and administrative agencies. Whether what people,attitudeof lobbying, political contributions was, the close cooperation of American interest groupswith the administrative agencies is an indisputable fact. it is already a necessary part ofpolitical life in the United States,and the relationship model is tended to be immobilized.Based on dialectical materialism and historical materialism,Systematic investigation of thepolitical interaction betweeninterest groups and the administrative agencies is necessary.Political,economic,culturaland social environment of. U.S are the basis in reality ofcooperation of interest groups and the administrative agencies. Separation of powers systemof government,open electoral system, the party system all need the political interactionbetween American interest groups and administrative agencies t, so that American politicallife is smooth; U.S. capitalist economic system has driven the relationship in order to achievetheir respective interests; Similarly, the American tradition of freedom of association, thespirit of freedom and the spirit of democracy are the two contributing factors of thecooperation. U.S. political, economic, cultural and social environment is suitable for theexistence of interest groups, and is also the soil and preconditions of cooperation of interestgroups and the and the administrative agencies. Throughout American history and reality, thecooperation between the two is the inevitable product of the American political, economic,social, environmental development.After the long-term cooperation of interest groups and the administrative agencies, it hasbeen a close interaction between the two,and the two affect each other in various ways andmeans in contemporary American society. Interest groups try every way to influenceadministrative agency decisions, and administrative agencies are also actively reverselobbying of interest groups, and seeking benefits in the regulatory process. The method thatinterest groups influence administrative agencies is different from the method that interest groups influence legislative agencies. Although the overall goal of the interest groupslobbying the different agenciesis the same-to influence decisions that realize their owninterests, but they applied the method differently for different institutions. When interestgroups lobbied Congress, they launched the grass-roots movement, made contributions topolitical action committees, but these methods are not applicable to influencing onadministrative agencies. In the process of influecing on administrative agencies, interestgroups must more rely on specialized information and relationships with bureaucrats to affectadministrative decision-making through various channels, in various forms. WhenAdministrative agency is lobbied by interest groups, it was also lobbying interest groups forthe realization of self-interest. In fact, the action of many interest groups is in the governmentmanipulation. Since the20th century, with the powers of the administrative bodies expanding,President and administrative institutions actively involved in the legislative process frequently,and often are the initiators of many legislative proposals. Administrative regulatory agenciesalso spend a lot of time lobbying, and also will meet with the Groups together to lobbingCongress. The ways and means of Administrative agencies lobbying the interest groups isnecessary to study the content we investigated the relationship between the two.The political interaction betweeninterest groups and administrative agencies is areflection of the capitalist mode of production."Politics is the most concentrated expressionof the economy." In the capitalist system, administrative agencies and interest groups that haslong-term cooperation and a close relationship are the representatives of the bourgeoisie.Since the two can form a long-term intimate alliance,they must have a common fundamentalinterests. On one hand, the administrative agencies itself is the capitalist state apparatus,services the capitalist mode of production; On the other hand, the wealth is the basis of theinterests Group’s activities, because that interest groups which has no strong strength want toestablish close relations with the administrative agencies is very difficult. Apart from publicinterest groups, most of the interest groups are starting to consider the issue from a narroweconomic interests. So interest groups that have the same fundamental interests with theadministrative agencies, is also a representative of the bourgeoisie. The ultimate purpose ofthe political interaction betweenthe two is to achieve the interests of the bourgeoisie and consolide the rule of the bourgeoisie.The political interaction between Interest groups and administrative agencies isessentially the adjustment and share of interests with the bourgeois. Apparently, governmentadministration is openness and transparency, and listen to public opinion, it embodies thespirit of democracy fully; In fact, this is just democracy of a small number people, is thecapitalist democracy. Under normal circumstances, groups and large companies use theirwealth and resources to manipulate the government decision-making. Moreover, when publicinterest groups and interest group harmming the public loggerheads in certain policy areas, itwill lead to policy failure and government authority dummy. Interest groups win over officialsthrough political contributions and bribery.Their behavier can easily lead to corruption, and isagainst democracy malignant tumor.The political interaction between the interest groups and administrative agencies, is therelationship of dialectical unity that full of interdependence, mutual influence and interaction.The cooperation of American interest group and administrative agencies is a politicalprocess of two-way communication, the mutual influence.The cooperation between the two isa two-way communication, and not just one-way output from one to the other;thecooperation between the two is influence each other, and is not a process which one take theinitiative and the other accept passively. Interest groups need to lobby the administrativeagencies in order that government policy is conducive to the interests of the Group;administrative agencies lobby interest groups to get their support and help, such as providingexpertise, information and technology, donated compaign funds to the President’s. In fact,many of the interest groups are in the government manipulation. With the expanding powersof administrative agencies, the President and various administrative departments actively andfrequently participate in the legislative process,and they are often the initiator of manylegislative proposals and lobbyists. Usually when the views of the administrative agencies andCongress are not the same, administrative regulatory agencies also spend a lot of timelobbying,and also meet with the Groups together to put pressure on Congress; The purpose ofthe President,reverse lobbying is to get support and donations of interest groups; when isnecessary or emergency, administrative agencies also need to lobbying interest groups, in order that interest groups help deal with some matters.The political interaction between the interest groups and administrative agencies is notsimple cooperation, in which is joint and competetion. Interest groups and administrativeagencies are stakeholders, when their interests are conflict, there must be competing with eachother; while they need each other, they will unite collaborate to achieve common interests.The responsibility of nine Independent Administrative Control Commission in the UnitedStates is the supervision and control of the private sector’s activities. As the regulators and theregulated,it must be inevitable game even struggle situation between the two.Moreover, wheninterest groups think the regulatory authorities violate their rights and interests, they will takethe judicial process in order to maintain their own rights. American interest groups and theadministrative agencies is a process that is co-mutual game which filled with Competition andcollaboration.
