For Chinese Communist Party (CCP), it is a contemporary issue andmajor challenge to uplift the party-building in a scientific way. Theparty-building in government authorities is an important component ofthe overall party-building, also a key area for institutional building atprimary level. Recent profound changes of the world, of China and theCCP, including but not limited to the globalization, the industrializationand urbanization process in China, market and information technologydevelopment of China, new objectives and goals set by CCP,adjustment on administration and staffing rules as well as differentstructure of officer-members in authorities, all brought great impact andnew challenges to the party-building in government authorities. Theinstitution, mechanism and approaches of party-building are in urgentneed of redirection and innovation, in considering the positioning of theparty organization in authorities, as well as its goal and the quality ofofficer-members on the whole. Therefore, it is crucial to study in depth ofparty-building mechanism in authorities and put more efforts in realizingscientific party-building, which are believed to be able to lead to theuplifting of party-building and beneficial to stabilize the leading role ofthe CCP.This study is not only theoretical but also concerned with practice. Itfocuses on the relationship between theory and practice, as well asbetween history and current development. Vertically, this articlereviewed a few literatures and employed the comparative approach,by covering historical development of the party-building in authoritiesand analyzing its success and lessons learned. The author also pointedout current issues and proposed solutions based on his understandingconcerning the development trend of party-building. Horizontally,systematical approaches were employed to explore the possible impacton party-building of the social development, development of the partyitself and changes in government authorities.Based on the above-mentioned idea, the article is composed of4parts: First, general theory of scientific party-building in governmentauthorities. The focus is on the definition of party-building, including itsfeatures, main content and structure. Comprehensive analyses are usedto review previous studies in this field, based on which theoreticalexplanation of the party-building in government authorities is discussed.The author believes, the scientific party-building in governmentauthorities is a process for optimizing the relationship among internalelements, such as ideology, function, structure and mechanism, basedon obeying objective laws of the party-building, consciously fitting forthe changes of outside environment and elements, and continuousreform and innovation in guidelines, organizational institution andapproaches, as well as its overall goal, so that the effectiveness ofparty-building in authorities can be realized.Second, historical development and experiences of party-buildingin government authorities. The author identifies4stages by examiningthe history, which include: a) initial establishment stage of party buildingin authorities during the democratic revolutionary period, b)development stage during the socialistic revolutionary and constructionperiod, c) adjustment and further exploration stage during the reformand opening up period, d) as well as regulation and innovation stagesince the4th general meeting of13th CCPCC. In reviewing the wholeprocedure, three aspects should be emphasized, that are seeking truthbased on facts as a fundamental approach of innovative development,continuous adjustment based on changes in political goals andhistorical environment as an important rule, as well as fitting for the newsituation and goals as a new request.Third, current situation of party-building in government organizations,including major problems existed and analysis. This is a controversialaspect among the academic and practitioners in party-building.Academics believed that the major problems exist in inadequateattention, less-innovative approaches, and poor capacity buildingamong staff. While the practitioners thought that except for lackingattention and poor capacity building, the working mechanism has to be improved, innovation in working method had lagged behind, and theparty organization in government authorities had apparentshortcomings in playing its role, and improvement in overall planningand guidance was also necessary. This article points out that, the keyresolution lies in the definition of functions, administration institution andteam building among party officers. Current problems are difficulties inrealizing supervision in party-building, contradiction existed inadministration, and the marginalization of party-workers in governmentauthorities.Fourth, ideas and measures on scientifically building the party ingovernment authorities. It is pragmatic to be realistic in proposingsuggestions for party-building. On the one hand, theoretical discussion isbeneficial for scientific party-building, on the other, putting politicalenvironment and context into consideration is helpful in finding practicalsolutions. The basic thoughts for scientifically development of theparty-building in government authorities are: proactively adapt tofunctional change of primary level party organization, and take servicedelivery as its core value; proactively adapt to the structural change ofthe society, and build the regional party-building model; proactivelyadapt to the new features of information era, and be more open andflexible. Detailed measures may include: scientifically identifying itsfunction and setting priority, to serve the essential objectives; realizingscientific management, enabling a sound relationship betweenleadership and guidance and clarifying responsibilities; building theteam in a scientific way, and uplifting the quality of party-officers byenhancing training and communications; using scientific workingmethod, emphasizing outreach to grassroots’ level, and improving theapplication of information technology; designing scientific workingpatterns, building national working patterns to consolidate all efforts.In conclusion, author suggests that the scientific party-building ingovernment authorities need to follow the natural laws of thedevelopment of the party-politics in three key elements. Firstly, thereshould be a clear boundary between the party function and government function, as well as the boundary between the party andthe State. The party should play its role in realizing inclusive profit andsocial consolidation by following the objective laws of a party’sdevelopment. Secondly, it is important to put people first, take peopleas the most important element, and faithfully learn the actual thoughtsof party members, so that the rights of officer-member could be ensuredand their voices are heard, at the same time fostering their growth.Thirdly, it is necessary to follow the trend of democracy, activelypromote internal democracy-building and respect each party memberas key players, so that the democratic awareness and capacity of partymembers can be completely uplifted.
