Research On Ningbo Migrant Workers’ Housing Condition And Housing Security System

After reform and opening-up, Ningbo become an important area which migrant workers enter. However, migrant workers’accommodation is very bad when they are making contributions to city flourish and modernization construction. Ningbo City first proposed and started to implement the price of commercial housing in the country, and public rental housing to protect the way, the first in the country specifically formulated for outstanding settled policy of migrant workers, which uses the "points system" is also a national initiative.Consequently, improving the level of housing becomes the focus which the government cast much attention. It needs to think about housing security with prospective and systematic thinking.Based on relevant theories about migrant workers, housing security and policy evaluation, with the help of network, document and book, we explored housing security of Ningbo housing security using literature review, survey, and modeling. We derived these conclusions as follows:(1) The housing security about Ningbo migrant workers has experienced five stages from no policies to gradual improving. This system mainly includes five parts such as service and management about rent housing, dual-limitation housing, migrant workers’ concentration etc. Although Ningbo migrant workers’housing security has got many pleasant results, the condition of Ningbo migrant workers’housing security is a bit bad.(2) The factors which influence Ningbo migrant workers’housing security include economic, city policy and administration, and social psychology. And the economic factor is the most important. It is indicated that the level of Ningbo migrant workers’housing security is increasing, which Ningbo migrant workers’housing security is marching towards good condition from three aspects of housing supply, migrant workers’demand and market condition. The results of moderate level show that Ningbo migrant workers’ housing security is nearly moderate but remains low level.(3) The operating mechanism of Ningbo migrant workers’ housing security includes operating mechanism, capital receiving mechanism, housing source mechanism and management mechanism. And the operating mechanism involves entrance, exit and lining-up. The management mechanism contains administrative and managerial mechanism.(4) It is essential that the present system must be reformed. The road for Ningbo migrant workers’ housing security is as follows:increasing the amount of Ningbo migrant workers’ housing security, building the multi-channel of receiving capital, land supply and housing development. The reform of Ningbo migrant workers’ housing security is centered on these facets such as speeding up the construction of centralization, reconstructing village in the city, consolidating the responsibility of employer, enhancing the ability of housing consumption.
