A Comparative Study Of Migrant Workers’ Housing Security Policies

Migrant workers as the important support strength of economic construction of China’s modernization,the problem of living natural the relevant government departments to seriously,since 2005,the government has issued the commitment to improve the living conditions of migrant workers policy,policy exploration has also undergone a series of changes,such as housing ownership shifting to use rights,housing security urban-rural dual division to housing security urban-rural integration,but after more than ten years development,the relevant policy,there is no significant effect on the improvement of the rural migrant workers housing situation.In recent years,with the proposal of the new urbanization plan,promoting the rural migrant population to settle down in cities and towns,including migrant workers in the urban housing security system,and realizing all the people to live in houses have gradually become the core issues.Therefore,the discussion on the poor policy effect of migrant workers is a topic worth studying.Through sorting out relevant literatures at home and abroad,this paper locates the reasons for the poor effect of migrant workers’ policies at the level of policy implementation,and conducts the following research:first,as the policy audience,migrant workers’ urban housing status is usually the starting point for policy formulation and subsequent implementation,which should be studied first.Therefore,this paper USES the method of literature research to make a descriptive analysis of the overall urban living status,housing demand characteristics,housing affordability and housing selection influencing factors of migrant workers in China.Second,guided by the system theory,combining with the concept of policy implementation,include policy subject,policy execution object is constructed,the environment resources,the policy execution elements such as the system analysis framework,by the better development of migrant workers policies in chongqing and huzhou city policy microscopic study,it is concluded that the elements of the policy implementation effect of the policy implementation effect of general conclusions.Thirdly,by using the comparative research method and based on the same policy implementation framework,this paper studied the provisions and implementation status of housing security policy for migrant workers in jinan city,and found the deficiencies of housing security policy development in jinan city through the comparison between typical areas and policies of jinan city,and drew relevant enlightenment.Finally,this paper,on the one hand,selects several factors that have a great impact on the effect of policy implementation--government role positioning,agency and department setting,capital and land resources,and policy implementation environment,etc.and provides directions for China’s macro-level housing security policy by referring to the housing security policy of low-income groups in foreign countries.On the other hand,guided by the theory of citizenship,specific Suggestions are put forward on the improvement of housing security policy for migrant workers mainly at the local government level.Through relevant research,the main conclusions drawn in this paper are:first,the policy effect of migrant workers is indeed related to the policy implementation.Through the investigation of the policy implementation factors in typical areas,it is found that the perfection and advanced nature of each policy implementation factor have produced better policy effects.Second,the housing security policy for migrant workers in jinan is still in its infancy.This is mainly found in the comparison with the implementation of housing security policies in typical areas,especially in the government’s enthusiasm for the policy,the policy itself to target,policy resources and other aspects of significant deficiencies,is the follow-up improvement of migrant workers jinan city housing security policy key.Third,migrant workers living condition is not optimistic and lack of housing affordability and social alignment is not high,a typical region while there are insufficient in improving migrant workers housing capacity to pay,but it made great efforts in promoting social alignment,including urban and rural overall target,reform the household registration system,etc.,to improve the living condition of migrant workers have played a role.
