| The graduates of police colleges should reach the requirements of comprehensive capabilities from the working posts from police practical department,. Only in this way, can they properly fulfill their responsibilities. However, in fact police colleges fail to set the competence for police posts as the students capability cultivation goal. It explains the huge differences between the talent cultivation quality of police colleges and the concrete demands of police practical departments. Competence-based model means the ability to fulfill one’s job, or the combination of knowledge, skills and characteristics required in particular job, which can be improved by education. Therefore, this thesis aims to create competence-based model so as to provide support in talent cultivation in police college.This paper can be divided into six parts, which respectively analyzes the researching background, present situation, theoretical basis, the investigating of the present situation of police competency, as well as its model constructing, index system,present situation and problem analyzing, strategy developing.Chapter 1:IntroductionThis is of great importance to discuss the importance of the police competency from three perspectives:the change of modern police’ function, the talent developing of Police College and the present situation of police competency. Furthermore, with the comprehensive research and analysis of domestic and foreign literature, we can learn the fact that the police competency is determined by three aspects:the general competency and special competency, the qualifications of human nature and the political accomplishment.Chapter 2:Theoretical Evidence for the Study.It analyzes the main contents and value of the police competency from the theory of competency model, the theory of target course and the theory of career plan. The theory of competency model plays not only a role in providing the reference for police competence methodology, but also contributes to cultivating the competent police officers.Chapter 3:Police Competency Research.The research contains three parts:’research design’,’research implementation’ and ’research result analysis’. In’research design’, it will introduce four parts including research purpose, target audience, research contents and the research procedures.’Research implementation’ targets on the police officers in nine different districts in Changsha (including Furong District, Tianxin District, Yuelu District, Kaifu District, Yuhua District, Wangcheng District, Changsha County, Ningxiang County and Liuyang City). First, an interview based on the actions and events will be carried out to obtain the indicator for police competency. Then, the indicator will be measured on the certain scale to calculate the dimension of the police competency. The relevant result will be analyzed to establish a measurement form of the police competency and the numbers will be calculated in a certain way to obtain the scores for each target police officer. Afterwards, the formal research form will be made based on the scores for police competency that has been investigated previously. At last, the police competency model will be acquired through the analysis of the result from the measurement research that has been finished.Chapter 4:The Analysis of the Model of Police Competency.The model is five dimensional. From the inner core to the surface, it includes individual character, mental and physical health, political attainment, specialty and professional skills, The dimension of ’individual character’ is located in the hidden core, referring to ’sociability’,’easy-going’,’willpower’ and ’emotional stability’. ’Mental and physical health ’is next to the core, meaning’ physical fitness’,’stamina’, and’strong physique’. Though these two dimensions can not be easily measured, they are the prerequisites to ensure the career steadiness and performance of police officers. ’Political attainment’ includes six aspects:political discrimination, ideal and belief, morality, revolutionary value, obeying the arrangement and responsibility, which reflects the professional significance of policing. Specialty refers to the general knowledge in a horizontal way including philosophy, social science, natural science, humanity science and arts, as well as specialized knowledge in a vertical way including basics, specialized theory and knowledge expansion. Professional skills are demonstrated in five parts:examining, listening, inquiring, thinking and performance. Among which,’examining’,’listening’ and ’inquiring are combined together to indicate the performance in investigation and detection.’Thinking’ denotes the ability to analyze and make judgment while performance is presented in mass work, tackling emergencies, speaking and writing, using arms and weapons, team cooperation and practical operation. Through the analysis on the above-mentioned dimensions, the features of the model can be interpreted as being multi-dimensional, stratified, specific and active. Moreover the model is influenced by management, economic, educational and individual factors thus to display in different patterns and structures.Chapter5:Police training situation and problem in Police AcademyIt conducts current situation survey and problem analysis from the following five aspects:talent cultivation goal orientation, curriculum construction, teaching, teaching staff and college culture. Presently the police cultivation goal orientation is categorized by police college into three types:"capability based", "quality based" and "excellent" police talents. This research analyzes the following:the nature of cultivation goal of three types of talents, as well as the absence of talent cultivation guided by the goal; the current curriculum construction status investigated from two aspects:on campus(curriculum structure based on talent cultivation plan) and off campus(curriculum contents required by police law reinforcement departments); the understanding of teaching situation through the investigation results on teaching effect and practical training which reveal the flaws in terms of teaching mode, teaching method and teaching content; the current situation of teaching staff construction which have three main problems:teaching staff management, teaching capabilities and teaching staff structure; the present situation of police college campus culture construction which has four cultural dimensions:"loyalty", "trueness","witness" and "bravery".Chapter 6 The Developing Strategy of Police Competency.The competence-based model on talent cultivation system in Police College includes five strategies:firstly, clearly targeting "applied comprehensive police force" as the talent cultivation goal of police colleges; secondly, optimizing the curriculum structure in the process of designing, implementation, operational mechanism and empirical analysis; thirdly, enhancing instructional strategy from the perspective of teaching method, physical training and off-campus practical platform; fourthly, carrying out double qualified teaching staff construction from teachers professional development and teaching staff structure; lastly, constructing special culture modeling by the characteristic of "loyalty", "trueness","witness" and "bravery".In conclusion, the innovation of this dissertation is to construct police competence-based model and its index system on the basis of literature analyzing empirical research (which includes key behavioral survey interview and questionnaire survey),as well as logical analyzing method. It intends to explore the application of this model on talent cultivation according to the current situation and problems of police college. |
