The Thinking Of Ethical Dilemmas On Chinese Modern Administrative Organization

In the modern society, human’s moral life has undergone remarkable changes as well as other aspects of our social life. The administrative activity of a state is no longer a field that has nothing to do with moral and value neutrality, but a field that is closely related to moral judgment and ethical choice all the time. Administrative activity is not only an individual behavior, but also an organizational behavior and collective behavior. Therefore, the administrative organization, as an important administrative body, should comply with social development and public acceptance values, and respond to the requirements of the core values of society. The traditional moral and culture resources, and ethical requirement of individual levels have been insufficient to solve all the ethical issues of today’s administrative behavior. We need to begin from the perspective of organizational, in order to effectively deal with the ethics contradictions and difficulties and moral crisis of administrative behaviour. Administrative organization ethics refers to the analysis of ethics from the perspective of organizational, it also refers to the study of administrative organization from ethical perspective.In this paper, from the beginning of characteristics of modernity of administrative organization, reveals the different characteristics between administrative organization and traditional social in modern society. The second chapter focused on revealing the ethical essence of administrative organization. Administrative organization, from the perspective of moral philosophy, is both an ethical entity and a moral subject. It is the ethical entity of productivity and the moral subject of substantive, different from the ethical entity of naturality and individual moral subject. Ethical substance of the administrative organization prioritizes the public interest first, so China as a socialist country, adheres to the ethical substance of administrative organization that is serving the people wholeheartedly. In addition, the main ethical connotations of administrative organization are rights, obligations and responsibilities. The third chapter analyzes the ethical dilemma of administrative organization, and interprets three dilemmas in accordance with China’s cases administrative organization respectively including indefinite responsibility entity, constraint of individual morals, and the value of paradox of administrative organization. Chapter Ⅳ explores the roots of ethical dilemmas of administration organization, Marx’s critique of modernity helps us examine the roots of ethical dilemmas of administration organization with three reasons:alienation of rationality in background of modernity, rights of administration organization and paradox of rights as well as the lack of value ideas. Chapter V mainly concentrates on the ethical construction of China’s administrative organization. Targeting predicaments, it ethically responds to three aspects of reconstruction of rationality, of definition of ethical system principles, and of spirit construction of modern administrative organization.In this paper, the author has carried on a depth analysis of the ethical dilemma,origin and constructive thinking in the administrative organization, especially in the construction of ethical spirit in administrative organization, proposed the organic unity of the community spirit, people-oriented values and socialist core values. basic principles of Marxism with China’s national conditions closely in research ethics and administrative organization of innovative features.This is an innovative characteristics in the study of ethics in administrative organization that combined the Marxism with China’s national conditions closely.The construction of administrative ethics is a long-term systematic project. The administrative organization is an important moral subject and moral power, through the study and understanding of ethical dilemmas from organization level, we can promote the construction of the practical administrative ethics order in a better way, and the administrative ethics order will guide the administrative organizations work more rational and efficient justice, and promoting the building of a harmonious society.
