Study On The Ability Assessment And Promoting Strategy Of Government To Deal With Mass Incidents

Recently in China, Frictions and conflicts between the various stakeholders are frequent, leading to much more mass incidents. As China’s economic and social transformation accelerated, the ways of thinking, the values and the interest relationship of the masses increasingly diversified, with the adjustment of interest structure and rapid differentiation of social strata change. Our group mass incidents have a geographical regularity, that peaceful and lawful mass incidents occur in the cities, while violence, unlawful mass incidents often occured in the county, such as Guizhou Weng’an event, Hanyuan event, Yunnan Menglian event. Hence, government plays a special and important role in responding to the mass incidents as the first person-in-charge, the commander and the disposer on-the-spot. The response of government has a direct impact on social influence of the mass incidents. Therefore, the ability of government’s response on the mass incidents should be enhanced without delay. Thus, objective and accurate assessment for the government dealing with mass incidents is of great importance.There are several intrinsic characteristics of county mass accidents. It occurs incidently, violent and often in bursty. Also, there are varied interests conflicts and numbers of adolescent involved. Usually, the vulnerable groups are the subjects while the governmental organization and state-owned enterprise are the objects. The capacity of government dealing with mass emergency dependeds on the following four processes, including the prevention in latent stage, the early warning in the evoked stage,the disposal in the climax stage and rehabilitation in the calm stage. Therefore, the ability of government dealing with mass incidents mainly includes the advance prevention ability, the early warning ability, the middle disposal ability and the post recovery ability. The ability assessment of the government dealing with mass accident is a multi-parameter, multi-system, multi-objective evaluation process. It is a comprehensive and objective evaluation that evaluating its service quality, service efficiency and service satisfaction in the whole responding process. Fairness, justice and efficiency should be guaranteed in the assessment, and must have a good public interaction. The requirement for the good governance includes the democratic assessment process, the open and transparent assessment results, and the efficient assessment operation. At the same time, a good administration requires the government accountable to the people, sharing a same vision with people and feedback comments of people timely. As mentioned, the assessment process should adhere to the value orientation of good governance and good administration. To keep its objectivity, accuracy and breadth when government dealing with mass incidents, we need to build an appraisal system by the government departments, county masses, third-party organizations, and mass media, etc. Since multiple assessment subjects and their behavior of interest exists preferences, coordinating the interests among the multiple assessment subjects would avoid the subjective tendency in the ability assessment of government dealing with mass incidents.The ability assessment lays emphasis on its index system. To evaluate the government capacity to deal with the mass incidents, the primary index was mainly composed of the advance prevention, the early warning, the middle disposal and the post recovery. Among those, the first index came from the following aspects, including the formulation of emergency plan, the collection of benefit message, the publicity and education and the emergency drill; The second index came from the following aspects, including the risk identification, the perception of social contradictions, the monitoring of group mentality and the disposal of warning information; The third index came from the following aspects, including the prompt decision, the on-site control, the coordinate conducting work and the public opinion guidance; The last index came from the following aspects, including the implementation of policy, the psychological intervention, the investigation and punishment of defaulter and the summary and perfection of the whole emergency. For scientific assignment of index weight is to carry out the objective and reasonable emergency response capability assessment. So, each weight of those 48 assessment index are determined by 13 experts’ grades which calculated by Rough Set Theory, according to their subjective feelings about these 25 typical county mass accidents which occurred since 2004 to 2014. It’s an important process to carry out an empirical study on the ability assessment of government to deal with mass incidents. With fuzzy comprehensive evaluation method, there was an empirical evaluation of government to deal with mass accident in 2014, during the 10·14 Yunnan Jinning mass accident, the 3·21 Shandong Pingtu mass accident, the Henan Jiayou mass accident and the Hunan Pingjiang mass accident. Through analyzing the government ’ s handling capability during these four mass accidents, its advance prevention and early warning ability, the middle disposal ability and the post recovery ability need be promoted. From now on, government should focus on the concept, system, mechanism and method to promoting its ability to handle mass accidents. For transforming its concept, it should enhance the awareness of prevention and the thought of warning, change the disposal thought and innovate the idea of rehabilitation. For constructing the system, it should reinforce the complaining system, optimize the interests balancing and integrating system, complete the information open system and dissolve the confrontation institutionally.For perfecting the mechanism, it should establish the scientific decision mechanism, department cooperation mechanism, rumor eliminating mechanism and Psychological counseling mechanism. For reforming the method, it should discriminate against the mass accidents, build pluralistic governance model, develop the deliberative democracy paradigm and strengthen the public opinion guidance on-line.
