Inquiry Into The Action Strategy Of The Smart Government In Mass Incidents

The stability and harmony of the society are the fundamental guarantee of the construction of socialist modernization.Now,as various types of system reform,people enjoy all kinds of great achievements of reform and opening-up,but also bear a series of social conflicts caused by the adjustment of social development,especially the mass incidents.We need to be paid attention to these mass incidents and should be treat them timely.For a long time,the government plays a leading role in coping with mass incidents.The government's handling of mass incidents is not only related to whether the mass incidents can be properly handled,but also related to the legitimacy and credibility of the government,and then to the political stability and social harmony.The concept of "smart" has come from ancient times,but the theoretical discussion of the "smart government" concept is very limited.To excavate the connotation and essential meaning of the smart government,a smart government is mainly embodied in three dimensions of management,rule of law and economy.The smart government action strategies in the field of management include the innovation of government management concept,the adjustment of government organization structure,and the innovation of government management tools.From the perspective of rule of law,smart government's action strategies are mainly discussed from three aspects:standardization of government action,procedure of government action,legality of government's form.In the economic dimension,we emphasize the following two aspects: the "cost benefit" trade-off,the repeated game and the long-term effectiveness of action.These three dimensions are not independent of each other.They are compatible in the construction of the actual government action strategy.We should reasonably adjust the relationship,in order to deal with all kinds of social events more effectively.Through several typical cases of discrimination like the Weng'an incident and Dejiang events,the PX event all over the country,"Lei Yang" network groupevents,The author mainly analyse the government's smart action strategies in mass incidents.We find that in recent years,through consultative dialogue and participation of multiple subjects,the government's levels of management has been promoted.In fact,the government's handling capacity and public image have been greatly improved.The rule of law government construction has become an important goal of modern government development,so the government also attaches great importance to the construction of rule of law strategy dimension,but the rule of law strategy in the actual is not perfect,so,it is still an dilemma faced by all levels of government.The smart government should be administrate according to law.In the construction of government action strategy,the consideration of economic level is always lacking.In dealing with mass incidents,the government seldom considers the trade-off between cost and benefit,resulting in low administrative efficiency and waste of resources.Therefore,from the three levels of management,rule of law and economy,so as to maintain the stability of the country and the harmony of the society,the author puts forward to build a smart government's action strategy framework,which can not only promote effective settlement of mass incidents,but also continuously improve the credibility,legality and governance ability of the government.
