A Research Of Strategies Taken By Government On Mass Incidents

Since the late1990s, along with the coming of social transition of labor, social conflicts have intensified, so mass incidents have constantly broke out in China. This not only shows the increasing complaint from grass roots during China’s rapid economic development in recent years but also implies the inefficienct administration of local social order to be solved in China.This paper is based on the May28th Event in Xianjiang, Ryan. By screening, analyzing, sorting, refining of the event, the paper systematically studied the rational settlements of mass incidents by local government. Analyzing the whole process of the May28th Event in Xianjiang, the paper consists of the following aspects:prevention and emergency preparedness of local government departments in mass incidents, emergency disposal and rescue processes, the ommisions of aftermath measures and its causes from the following aspects:the unguaranteed legitimate interests for a long time, the broken down petition work and the lack of rapid response ability of local cardres.To better prevent and handle mass incidents and promote social harmony, this paper puts forward countermeasures and suggestions for the improvement of grass-roots government’s response to emergencies. Local government must take "Site First" principle as the guiding ideology of event handling. When the mass incidents happen,main people in charge should be responsible for the comrades, promptly rush to the scene, do mass work on the secene, dredge the bad mood of the masses, and resolve conflict in the bud. Local government is supposed to build a smooth negotiation and consultation mechanism, improve the communication mechanism, hold ann open and honest attitude towards media and declare the information timely and accurately so as to guide the public opinion. Accountability is the key to solving the prevaracation of local cadres. Accountability must be seriously treated and and strictly executed.
