Research On The Problems And Countermeasures Of Administrative Accountability For Public Health Emergencies In China

With China entering the critical period of economic transition and social transformation,all kinds of social contradictions and problems have become prominent.All kinds of public health emergencies at all levels caused by this have occurred frequently,which has brought huge losses to people's lives and property,and also greatly damaged the credibility of the government,seriously affecting the stability and development of society.As the protector of social and people's interests,the government plays an important role in public emergencies.Although some emergencies are inevitable,if we can strengthen the sense of responsibility of the government and administrative personnel,do a good job in risk prediction and assessment in advance,and improve the ability of major risk prevention and control,at least we can reduce the frequency and harm of the incidents to a large extent.In recent years,China has made some achievements in the construction of administrative accountability mechanism,gradually established and improved the basic framework of administrative accountability system,the scope of accountability continues to expand,the subject of accountability is diversified,and the way of accountability is diversified.However,due to the lack of the national legal system,the immaturity of the internal soft environment of accountability,the imperfection of the external hardware system,etc.,the lack of effectiveness and scientificalness of administrative accountability has resulted in the basic formation of false big space and loose soft phenomenon in practice.From the perspective of public health emergencies,especially through the specific elaboration of Changchun vaccine incident,this paper discusses the improvement of administrative accountability mechanism,which has strong pertinence and reality.After the Changchun vaccine incident,the government immediately started accountability for dereliction of duty of public officials,and a number of government officials and related personnel were punished as they should,but the randomness of accountability highlighted many problems of the accountability system,which increased public doubts about the authenticity and authority of administrative accountability.Therefore,it is urgent to further improve the administrative accountability mechanism for public health emergencies.Based on the analysis of Changchun vaccine incident,thispaper puts forward suggestions from four aspects: first,improve the administrative accountability mechanism,including optimizing the effect of the same accountability,strengthening the construction of different accountability,clarifying the object of accountability,refining the scope of accountability,and improving the accountability procedures;second,improve the relevant laws and regulations of administrative accountability,including accelerating the effective supply and strengthening of accountability laws The third is to build a cultural environment of administrative accountability to adapt to the new era,including strengthening the sense of responsibility of administrative personnel,enhancing the sense of participation of citizens,etc.;the fourth is to improve the supporting system of administrative accountability,including strengthening the publicity of government information,improving the evaluation system of government performance and standardizing the mechanism of officials' return.
