Today, the humankind has stepped into a knowledge economy era. Human resources (HRs) are playing an increasingly important role in economic and social development. For modern libraries, it is an only choice to attach much importance to HRD. HRD plays a bridge role between the organizational goal, personal competence, education&training, and performance management, and helps to attain the organizational goal more efficiently and effectively. Performance is the extent to which an organizational goal is attained. To conform to the trends of the times, libraries should also cultivate the philosophy of organizational performance. To enhance organizational commitment of the staff of libraries, it is an effective tactic to better the organizational performance of libraries. The study of organizational commitment helps to understand the psychology of the staff in an organization, thus taking appropriate measures to prevent brain drain and allow full play to their potentialities. Undoubtedly, it is of great importance to long-term development of an organization.Based on the preceding background, the study herein aims for the following purposes:1. The previous study scope and objects are profit-making organizations. The study herein discusses whether HRD of non-profit organizations has a remarkable effect on organizational performance, and whether the study can lead to the same conclusions as the established conclusions.2. Discuss the relationship between HRD of libraries and organizational performance of libraries:The study is oriented toward the library staff who hold a college diploma or above, and quantitatively demonstrates the effect of HRD of libraries on organizational performance of libraries and the way HRD affects the organizational performance.3. Discuss the channel through which HRD of libraries affects the organizational performance of libraries and discuss the mediator variables:HRD of libraries, organizational commitment of library staff, and organizational performance of libraries are placed in a unified framework for empirical study, and the study attempts to discuss whether the organizational commitment of library staff is a mediator variable of HRD of libraries and organizational performance of libraries.Accordingly, the study herein focuses on the following themes:1. Based on the existing theories on HRD of libraries and organizational performance of libraries, build a theoretical model on relationship between HRD of libraries, organizational commitment, and organizational performance.2. Expound various data processing methods used for the study, and use the empirical study approach to analyze the mechanism how HRD of libraries affects the organizational performance of libraries.3. Integrate the enterprise management theory with the library science, discuss whether the conclusion on the relationship between HRD and organizational performance in profit-making organizations (represented by enterprises) is the same as that in non-profit organizations (represented by libraries), and finally sum up the study, discuss the study progress, and offer management suggestions on libraries.During the study, the literature research methodology is used together with face-to-face interview and questionnaire survey. A reasonable questionnaire is designed first, then questionnaires are distributed among the surveyed people, reliability and validity are analyzed through small sample test and large sample test, and finally the formal questionnaire is attained. Based on statistical analysis, variance analysis, correlation analysis, and regression analysis the collected data, the following conclusions are drawn:1. The more fully the organizational HRD sensed by the library staff is implemented, the higher the organizational performance sensed by the library staff is.2. The more fully the organizational HRD sensed by the library staff is implemented, the higher the organizational commitment degree is.3. The higher the organizational commitment degree is, the higher the organizational performance sensed by the library staff is.4. The organizational commitment of library staff plays a partial mediate role in the organizational HRD and organizational performance sensed by the library staff.5. HRD of libraries, organizational commitment of library staff, and organizational performance sensed by library staff varies significantly with the personal background variable.6. The organizational HRD sensed by library staff and organizational commitment of library staff do not interact with the organizational performance sensed by library staff.To sum up, the study on relationship between HRD of libraries, organizational commitment of libraries, and organizational performance is of great theoretical and realistic significance.
