From the end of1960’s, economic globalization experienced a rapid progress, and the need and social structure differentiated with a more detailed division of labor, which led to a mismatch of the complex-level, industrialized government. The conflict became more obvious in western informationalized countries. In1970’s, public began to doubt the function, role, management and operation mode of government because of the serious recession and financial crisis caused by the unlimited expansion of the government function. In1980’s, countries like the United States and Great Britain started to launch the innovation of Government Reengineering, which indicated government system and market system became two key drivers of adjusting the running of economy and society. Under modern market economy system, with the complexity and expansion of the public needs, the administrative concept, organizational principles and running mode experienced deep and quiet change. From1990’s, revolution in information technology became the drivers of economic and social development and induced the changes of superstructure. Revolution in information technology played as a catalyst of modern government innovation, which provided possibility of constructing flexible, efficient and transparent government and broke the monopoly of public information. The convenience of communication technology made the public participate in public administration more easily. And this required the change and adjustment of the government structure and running process.Government of all countries began to examine the efficiency of administration due to the rapid growth of network technology and information society. They began to make attempts to optimize organizational structure, simplify administrative process, and aimed at performance and social satisfaction to reinvent new type government.E-Government became the mainstream of government innovation in the circumstances of information technology. It is a profound change for the traditional administration, and its substance is to construct an administrative structure and running mode that meet the need from the information age. It is of great significance for China to explore the administration innovation patterns with Chinese characteristics. This dissertation attempts to analyze the the connotation of information, administrative information, E-Government and administrative innovation, and on the basis of the combination of foreign administrative innovation and experience in China, puts forward three administrative patterns, namely Customer-Oriented Administrative Concept Innovation Pattern, Competition-Oriented Administrative Service Provision Innovation Pattern and Consequence-Oriented Administrative Process Innovation Pattern. In the latter part of the dissertation, it provides case analysis of the three innovation patterns from the governments’ attempts of the different administrative levels, and concludes experience to guide governemnets’innovation in the future. It applies composing and analyzing methods such as inductive analysis, comparative analysis, logical reasoning, empirical analysis and analysis of historical research.The dissertation is composed of seven chapters.Chapter1:Relevant Conception to E-Government Environment and Analysis. This chapter starts from the concept of administrative information, analyzes the relation between network administrative information and government administration, reveals the close connection between network and government administration. Then this chapter explains information society brings about E-Government. After generalizing the concept and development of E-Government, this chapter analyzes the physical structure of E-Government Environment and the true content of it and points out that the E-Government Environment refers in this dissertation means the new administrative environment changed by E-Government of physical meaning. At the final part of the chapter, the author analyzes the connection between E-Government and administrative innovation. They are closed related and interacted. E-Government promotes administrative innovation and provides the latter with development direction and technological support. It can also be interpreted that E-Government is starting point, motivation and destination of administrative innovation.Chapter2:Research on Administrative Innovation. This chapter defines the content, range and classification of administrative innovation and generalize the theory exist in domestic and foreign countries. It reaches two conclusions; one is that E-Government is of great importance in optimizing administrative process, reorganizing administrative structure, realizing administrative decision, achieving sharing and utilizing administrative information resources, enhancing administrative and serving capability, improving administrative efficiency and reducing administrative cost. The administrative innovation relies on E-Government. The other conclusion is that no matter how complicated the administrative examples are, the innovation can be viewed as the innovation of administrative pattern. It plays as not only the generalization of various administrative innovations but the guide of future administrative innovation. Chapter3:Comparison of Administrative Innovation in domestic and foreign countries. This chapter classifies foreign countries in three categories, namely American and European developed countries, Asia-Pacific developed countries and developing countries, with the description of administrative innovation in all the above countries and that in China, this chapter makes comparison of the external environment of their innovation from the aspects of human environment, legal environment, ideological environment and economic environment. This chapter generalizes the experience of the foreign administrative innovation and points out some guidelines for government of China.Chapter4:Theoretical Analysis of Administrative Innovation Patterns in E-Government Environment. This chapter analyzes the behavior and theory of administrative innovation in E-Government Environment, generalizes the theoretical framework, they are Theory of New Public Management and Agile Government, Theory of Organization Integration and Limited Government, Theory of New Public Management and Efficient Government, Theory of New Public Service and Service-Oriented Government. Then it concludes three administrative innovation patterns in E-Government environment. They are Customer-Oriented Administrative Concept Innovation Pattern (pattern of building Service-Oriented Government), Competition-Oriented Administrative Service Provision Innovation Pattern (pattern of outsourcing administrative service) and Consequence-Oriented Administrative Process Innovation Pattern (pattern of reengineering administrative process).It finds the theoretical support in the theories mentioned above in the previous part of the chapter. At the same time, it argues the three patterns are the necessary roads for future administrative innovation, and points out the direction of the administrative innovation in China at the present.Chapter5:Case Analysis of Administrative Innovation Patterns in E-Government Environment. This chapter extracts three administrative innovating cases from the attempts of transformation of government functions in China from different administrative levels, namely district government, municipal government and national government. The analysis focuses on the three concrete cases. The first case is the Gridding Urban management in Wuhan District of Wuhan city. The pattern derived from it is the Customer-Oriented Administrative Concept Innovation Pattern. The second case is Certification Service Outsourcing of National Certification and Accreditation Committee. The pattern concluded is the Competition-Oriented Administrative Service Provision Innovation Pattern. And the last case is Administrative Approval Process Reengineering in Bureau of Land and resources and Planning in Wuhan. The pattern extracted is the Consequence-Oriented Administrative Process Innovation Pattern. From the case analysis mentioned above, the chapter explains the importance of E-Government plays in administrative innovation. And through analyzing the influence of network technology on the running of government administration, the chapter interprets the microscopic mechanism of network technology and administrative innovation.Chapter6:Conclusion. This chapter summarizes jobs that done in the dissertation. First of all, it has done some fundamental research on the government administrative innovation in E-Government environment on the national level. Secondly, it has done some analysis in depth on the innovation of concept, institution and mechanism included in administrative innovation. Finally, it indicates the relevance between E-Government and administrative innovation. The shortcoming of the dissertation is that it lacks research on the both positive and negative result of administrative innovation. And it needs more research on institutional innovation as well. In this chapter, the author poses possibilities for future research work.
