Social management is one of the important contents of the government management in our country. With the development of the market economy and the promotion of Reform and opening up, our society has profound changes. New social problems and contradictions are emerging, which challenges the ability and level of our government’s social management. In2004, the party’s Fourth Plenary Session proposed to strengthen the social construction and management, and promote social management system innovation. In2006, the party’s Sixth Plenum pointed out "to strengthen social management and safeguard social stability, is the inevitable requirement of building a socialist harmonious society". In2007, The report of Seventeenth Party Congress has reported that "improve social management and safeguard social stability and unity", and described ten important content of social management, and gradually open the door to all levels of government social management innovation, and also pointed out the direction for the social management at all levels of government innovation. The positive results of the reform and innovation of County’s social management is the Dongkou mass workstation. This article is based on the mining and summary of the advanced experience of the primary government social management innovation, and carried out in-depth summary and analysis of the Dongkou masses workstation. This paper is divided into five chapters, and the main contents are as follows:The first chapter is the introduction part. Firstly, it expounded the meaning and value of the topics, then introduces the theory of social management and the research at home and abroad, lastly, put up the ideas, methods, and innovation of this article.The second chapter expounds the problems of China’s County’s social management system, and introduces the basic principles of County’s social management, and analyzes the development of China’s County’s social management direction for the conversion of the role of government and raise the public participation.The third chapter describes the background of Dongkou’s socio-economic status and the background of setting up the masses of the workstation. The initial background is the purpose of petition holding stability. Then describes the form and content of Dongkou’s mass workstation, job requirements, objectives and evaluation mechanism, then, it introduces the details of a petition agency system, which is one of the highlights of the masses workstation. Lastly, it introduces Dongkou’s representative of the masses workstation, and then introduced two outstanding representatives of Dongkou’s masses workstation staff, lastly detail introduced the evaluation of the workstation by the ordinary people, which is taken by the interview form of evaluation data collection. The fourth Chapter introduced the reform and innovation of DongKong’s Masses workstation. The practical significance of the Dongkou’s mass workstation main changes in philosophy, access, and resolve conflicts, economic development, five aspects of villagers’autonomy. Then gives the main problem of Dongkou’s masses workstation. Finally, analyzes the way of the Dongkou’s mass workstation sustainable development.The last chapter is the conclusion. This chapter describes the three points worthed learning experience of the Dongkou’s masses workstation. One is to establish the normal mechanisms of County’s social management; the second is the transformation of the concept is the basis of County’s social management; the third is that political incentive play an active role in the management of County’s social.
