Civil servant performance appraisal is an important part of the entire civil service management, it’s a very important means to improve the quality of civil servants and strengthen the civil service building. Due to particularity of civil servants, civil servants performance appraisal is very complex and difficult to implement, it should be guided by a targeted tools and systems. Therefore, conduct in-depth, systematic study of China’s civil service performance appraisal method, and to establish a more scientific and reasonable performance appraisal model, is very worthy of exploration and research.In this paper, firstly, defines the related concept, and introduced the domestic and foreign civil servants performance appraisal of the situation, laying a theoretical basis for the government sector audit bureau to establish a performance evaluation system. Secondly, elaborated the N County Board of audit institutions and their responsibilities, and the original assessment method to carry on the analysis, find out the existing main problems. Again, in combination with N county audit office functions, innovation method of performance appraisal at ordinary times combined with annual performance. And then with reference to" law of the people’s Republic of China Civil Law" requirements", from Germany, diligent, accomplishment, can be low-cost" five aspects to construct its civil servants annual performance appraisal index, in order to establish a strong operability, the content is complete N County Audit Office Civil Servant Performance Assessment Index system. Finally, according to the Audit Bureau performance appraisal application as an example, draw the conclusion.This text with the combination of qualitative and quantitative methods, the use of factor assessment method to solve the problem of quantitative evaluation at ordinary times, the use of AHP to determine the evaluation indexes weights, using the360degree evaluation method and the expert investigation method to determine the subject and body weight, the fuzzy hierarchy comprehensive evaluation, Delphi method, mathematical and statistical methods to establish performance evaluation model, solve the civil service examination index fuzzy, method is simple, optional sex is big wait for a problem. These specific index, apply to the state audit system to use, how to improve the national audit system of civil servants performance appraisal index system, as the national audit system of performance assessment of civil servants management offered a kind of train of thought and method, but also for the whole of the civil servant system of performance appraisal to lay a foundation.
