Discussion On Reform In The Direct Control Of The County Level Administrative Authority Supervision

That province administrates counties helps advance the development of urbanization. This reform, on the one hand, can enrich the power of the county government on a large degree, enabling the government share more human resources, finance as well as belongs, and on the other hand the power of the new administration after the reform become more powerful but can not complete its supervisory mechanism. In this situation, the biggest challenge in the process of the reform is how to make use of its independent supervisory power to promote its restriction efficiently to the county administration power.In the reform of province administrating counties, people naturally focus on the increase of the autonomy of the county’s power, the diversification development of the county’s economics, but at the same time neglect the impulse that is brought by the increasing power of the county, and ignore the deterioration of the county’s power and the risk that is caused by the weaken supervisory power. A discussion and analysis to the supervision of the county’s power in the system of province administrating counties is not only a necessary to restrain the power of the government and to build a democratic legislative system, but also has great significance in setting up a harmonious society.This article uses approaches to analyzing cases and systems, first introducing the background and the necessity of implementing the reform of province administrating counties directly, secondly taking Yunnan as an example to carry out the reform to state the expansion of the county government in the reform and supervisory risk its brings, finally putting forward some strategies to supervise the county’s power in the reform.The conclusion of this article can be concluded as:1. The supervisory risk in the process of province administrating counties, including the risk of the county government power that it gains in the reform. And the risk includes:the function of the supervisory system is not obvious, the efficiency of the supervisory subject is low, the supervisory systems are not perfect and problems like this.2. There are four strategies in this thesis. It includes to advance the setting up of legal government, to complete the from top to bottom supervisory system to the county government, to strengthen the supervisory power of the county’s National People’s Congress and standing committee and to encourage and standard the supervision of public opinion and media.
