Research On Public Administration Reform Of Kunming Economic And Technological Development Zone Under The Background Of Administration Trusteeship

At present,"start a new undertaking" transformation development is proceeded in China’s economic and technological development zones. In this context, Kunming municipal government carries out "administration trusteeship" which is a profoundly influencing measure in order to carry forward the development of Kunming’s economic and technological development zone and realize the aim of comprehensive new urban district. Administration trusteeship solved the problem of "land bottleneck" of Kunming’s economic and technological development zone development on the one hand, and on the other hand, it fundamentally leads to the nature change of Kunming’s economic and technological development zone——a shift from economic industry zone to new urban district which has comprehensive function, because administration trusteeship endows Kunming’s economic and technological development zone a new task, namely balancing urban and rural development and realizing whole urbanization.Under this situation, Kunming municipal government carries out public administration reform in order to respond to different administration problems brought by the change of administration environment, as well as preferably promote transformation development of Kunming’s economic and technological development zone. The main aim of the reform is to build "service-oriented administration mode". As far as Kunming’s economic and technological development zone is concerned, to promote the shift from "government-oriented administration mode" to "service-oriented administration mode" is realistic and necessary. The reform is of exogenous, comprehensive, periodical and experimental nature.To realize the aim mentioned above, Kunming’s economic and technological development zone should make full use of advantages of itself as a special district, and adopt practical measures to cultivate good environment as well as provide necessary infrastructure for administration reform. At the meanwhile, Kunming municipal government should promote three reforms of Kunming’s economic and technological development zone, namely administrative function reform, administrative organization reform and administration method reform:firstly, Kunming municipal government should take administrative method innovation as concrete practice way, set up polycentric public service supply mechanism, innovate administrative function, strengthen public service, realize equalization of basic public service entirely in order to meet the new administrative requirements brought by administration trusteeship; secondly, Kunming municipal government should take whole government theory as the guidance, promote administrative organization reform of Kunming’s economic and technological development zone by adopting the measures of mechanism optimization, mechanism innovation and administrative method innovation and so on, so as to resolve problems brought by administration trusteeship as well as build administrative organization which is fitted with the requirements of comprehensive urban administration. The public administration reform of Kunming’s economic and technological development zone is a concrete practice carried out in the context of China’s public administration system reform which aims to build "service-oriented government". It is of particular use for reference with regard to China’s modernization of national governance capacity and system.
