Russia and Japan are major powers of great influence in the Asian-Pacificregion. Whether or not the two countries deal with each other properly will havesignificant impact on the countries within the region. Russia has implementedAthleticism diplomacy characterized by West-driven policies.As given the rapidlyeconomic development of Asian-pacific region; Russia has begun to push forwardpositive Asian-Pacific policies. Japan is not only a western developed country but aAsian-Pacific neighbor to Russia. Thus the double-positioned state gives Japan aimportant role to play. This dissertation has used international relations theoriesand approaches to study systematically on the relations in the areas such aspolitics, economy, society and culture in the light of geo-politics. Russia and Japanis neighbor to China. Improving cooperation and collaboration between China andthe two countries will have an impact on the China’s development and create agood environment for Chinese development and this conduct possess bothpractical and theoretical meanings.The dissertation has been divided into five chapters and main points andstructure as follow:Firstly, the dissertation has studied Russia’s Asian-Pacific strategy and foreignpolicies to Japan and its geo-politics. This dissertation has ingresses from the angleof transcontinental geo-politics, discussed Russia’s national interests andAsian-Pacific strategy and the role played by Japan as a important neighbor. Russiais a big country of the Asian-Pacific region and has its national interests politicallyand economically. Russia has developed good relationship with regional countriesand deeply participated in the regional affairs from Putin’s presidency. Russia hasset store by developing relations with Japan in order to safeguard Russia’s Far-Eastinterests and security. The second chapter has discussed political relations between Russia and Japan.It has deeply expounded on the evolution of Russia’s Japan policies. This relationhas experienced a progress from primary establishment to continuousdevelopment. The politic relationship has experienced transformation fromrelationship between the Soviet Union and Japan to the relationship betweenRussia and Japan. Russia has absolutely discarded previous policies and decided todevelop good relations with Japan. The delivery of Tokyo Declaration signed duringthen President Boris Yeltsin’s visit in Japan on September1993has signified theestablishment of the relations between the two countries. Putin has positivelypushed forward the bilateral relations from2000and established regular meetingmechanism in order to strength communication, cooperation and collaborationwith Japan. The biggest problem of the two countries is the four northern islands.Japan-US alliance has been implemented also has a great impact on the relationsbetween Russia and Japan.The third part has elaborated on the relations between Russia and Japan. It hasdiscussed the developing progress and cooperating areas such as economy, trade,investment, information and environment. Russia has positively developed therelations with Japan and regarded Japan as a good partner in terms of trade andinvestment. Relations between Russia and Japan has stayed at the lower level in the1990s.Russia’s economy has developed rapidly since2000and has expanded itsrelations in the areas of trade and investment with Japan. Japan is now the seventhbiggest partner of Russia and a major investment origin. The countries haveexpanded cooperation in many fields such as energy development, mechanicmanufacture, information and environment protection. These results are conduciveto economic development of the two countries.The fourth part has discussed military and culture relations between Russiaand Japan. Russia and Japan has strengthened military cooperation and improvingmilitary mutual trust, expanded culture communication and diplomacy. Russia andJapan has already established military dialogue and trust mechanisms, the twocountries have established ministerial diplomacy and defense negotiationmechanism, namely2+2negotiating meeting. Russia and Japan has improvedmilitary communication by fleet visits, military exercise, and seas joint drill expanded cooperation between the two countries. Military and culture cooperationcan improve Russia and Japan’s soft power and national image. Russia and Japanhave already established culture communication institutions and culture festival inorder to expand science technology, education and culture communication.The fifth part has expounded on the problems of northern four islands. It hasanalyzed the cause of the problems and relevant negotiations between the twocountries. It has also discussed the main cause and its future is not optimistic. Theconflicts of the two countries lie in the historical legacy. From the very beginning ofRussia’s independency, then President Yeltsin has adjusted Russia’s policies on thenorthern four islands.These policies has changed from don’t acknowledge it toacknowledge it. During the presidency of Putin, Russia has been looking foracceptable ways to resolve the problems under the principle of withoutimpairment on the country. Russia has tried to push forward the project oftransferring the Habomai Island and the Shikotan-to to Japan as a final resolutionunder the base of the Soviet Japan Joint Declaration (1956) in2004.Because ofJapan’s flatly decline, the negotiation has trapped into deadlock. Due to Japan’stough standpoint and complicated economic, political and legal reasons, the futureresolution of the problem is not optimistic.
