By means of Morden Economics, Financial Management Theories and Asset Appraisal Theories, this paper, focused on the tolling highway network and facing the prastical operation, studies the fundamental theories of the determining model of Highway network rate and distributive model of toll sum. There are six chapters. Chapter 1: Introduction. This chapter outlines the history and current situation of the highway toll home and abroad, presents the study purpose, significance, background and methods, and puts forward the definition of the tolling highway network and the study system of this paper. Chapter 2: The impact factors and analysis of highway network toll. This chapter studies the impact factors of the highway network toll, some study results in determining these factors and transpsortation volume forecast, and the inference of the transportation volume transition model and estimate of its parameters. Chapter 3: The determining theory of the tolling rate of highway network. Affer concluding theoretical price-determining models of congested toll, toll for return and operating toll in present singal highway, the chapter presents the general model of the rate determination. Furthermore, it analysizes and compares these three rate-determinaly theories from various aspects. Then it studies the rate-determined theory and model of the tolling highway network. Chapter 4: distributive Theory of tolling highway network. This chapter details the aims of the toll sum's distribution, economic theories and basic presumption of the distribution. Chapter 5: The distributive method of the highway network toll sum This chapter studies the selection and determination of the distributive criterion, mathematical model and general pro- cess of the distribution, puts emphaticaly forward four models of the distributive method of the o- riginal toll sum and of the effective surplus, and of the differential benefit, and of the colnposi- tion, studies and analysizes future distribution on the basis of certain assumption. Chapter 6: Endings. This chapter concludes the main work and comes to it s conclusion. Since the studies of this paper are about fundamental theories, there may be many aspects to be further studied and perfected. Finally, the author concieves the study project in the future.
