Research On The Development Path Of Deliberative Democracy In A New Era Of Socialism With Chinese Characteristics

The generation of deliberative democracy in the west is based on the supplement of western Electoral Democracies,but the origin and development of China's socialist deliberative democracy has native characteristic,which resulting from the long-term practice of revolution,construction and reform which is led by Chinese Communist Party.It along with Electoral Democracies complement with each other,in order to promote the development of socialism with Chinese characteristics.The 18 th national congress of Chinese Communist Party formally put forward the concept of socialist deliberative democracy for the first time.Since then,many significant documents of Chinese Communist Party and a series of speeches of President xi jinping have elaborated on how to develop deliberative democracy in China,and Chinese Communist Party payed much attention to the development of deliberative democracy.China's political development path is different from that of the west.Under China's socialist system,China has its own characteristics.According to this background,socialist consultative democracy has also formed its own unique feature in its development process.In terms of the ultimate goal,the proposal of deliberative democracy of socialism with Chinese characteristics and its practice throughout the country are aimed at ensuring that the people are masters of the country,and that their rights in all aspects are guaranteed.Socialist deliberative democracy is an important form of democratic politics in China.After socialism with Chinese characteristics enters a new era,it is of great theoretical and practical significance to study the new development of Chinese socialist deliberative democracy in the new era.This paper is divided into four parts to study the socialist consultative democracy.The first part introduces the basic concept of socialist deliberative democracy and its basic characteristics in the process of practice.The definition of the basic concept is based on the definition of socialist deliberative democracy in the document of the Chinese Communist Party.The second part analyzes the concrete practice forms of socialist deliberative democracy,including the practice in political parties,National People's Congress,government,the Chinese People's PoliticalConsultative Conference(CPPCC)and the grass-roots level,and studies the achievements of deliberative democracy in the long-term development of China.The third part studies the problems exised in the development path of China's socialist consultative democracy in the new era from the aspects of the main actor,content and channels of consultation.The fourth part of the paper discusses how to solve the problems in the development of Chinese socialist consultative democracy in the new era,in order to provide some Suggestions for promoting the new development of socialist consultative democracy in the new era.Deliberative democracy is an important content and distinctive feature of the theory of socialist democracy with Chinese characteristics,socialist deliberative democracy is a democratic form of our country formed in the process of long-term development and practice,suitable to the actual situation of our country.When entering into the new era,Chinese socialist deliberative democracy go out all round,which is represents the new direction of the development of China's democratic politics,and is also the new achievement of the development of the democratic politics in our country.Chinese deliberative democracy is different from western deliberative democracy,Chinese deliberative democracy have its unique advantages,the development of socialist deliberative democracy enriched democratic theory in our country,is of great significance to promote the development of China's democratic practice,but also provides the world with Chinese experience and Chinese solutions of the development of democratic politics.
