Research On Realization Basis And Development Path Of Deliberative Democracy With Chinese Characteristics

Deliberative democracy theory originated from the west, since the 1990 s, Deliberative democracy theory started the "east" road. The practice of deliberative democracy with Chinese characteristics has more than 60 years in China, it exists in every aspect of our social life, both the national political level, and the grassroots level, there are rich forms of deliberative democracy. Especially since the 18 th of the National people’s congress, it was the first time to propose and discuss improve the socialist democratic system consultation, not only enriches our democratic political system, but also help to achieve the great Chinese dream. The practice of socialist deliberative democracy is a long-term and arduous strategic task, with the improving of the national management system and management ability, the development of the deliberative democracy is also facing some trouble, so we both start from the overall aspects, emphasis grasp, but also to analyze specific issues, and constantly promote deliberative democracy with Chinese characteristics forward.The thesis mainly includes five parts. The first part is introduction. On the basis of literature review at home and abroad, introduce the background of the selected topic, the main purpose of the selected topic and meaning, selected topic review, research ideas and methods, possible innovations and deficiency in this paper. The second part, first is the study of the meaning of deliberative democracy,including the meaning of western deliberative democracy,the connotation of deliberative democracy with Chinese characteristics, on the basis to analysis of the character of deliberative democracy, after having studied the deliberative democracy meaning and features, then having a comparison between Chinese and western deliberative democracy,in the final analysis the development of Chinese theory and practical significance. The third part, mainly research the realization basis of deliberative democracy with Chinese characteristics, from three aspects to discuss, analysis theory, explore the historical basis, based on the current reality basis, from various angles and aspects to looking for basis for the realization of the deliberative democracy with Chinese characteristics. The fourth part, this paper describes the current operating mode with Chinese characteristics Consultative Democracy. In terms of political consultative level, from the basic political consultation system, the people’s congress, government and society to analysis, in the aspect of political governance, including the benign operation of national political system, democracy at the grassroots level autonomy into practice, political interaction level, both traditional forms of interaction, and the innovation of the network media interaction. The fifth part, it is the path thinking about current practice of deliberative democracy with Chinese characteristics. The choice of path needs to target for guidance, therefore, first to establish development goals, then combination with the development principle, finally analysis the reality of deliberative democracy development path selection.Research on the realization basis and path selection of deliberative democracy with Chinese characteristics, not only to clarify the difference between Chinese and Western deliberative democracy, but also deepened the understanding of the deliberative democracy with Chinese characteristics, democracy. Its research enriches the Marxism’s democracy theory and the Chinese people’s democratic politics, In the process of practice to raise the enthusiasm of citizen’s political participation, so as to promote the development of democratic politics.
