A Study On The Complexity Of Basic Public Service System In Shenyang

Holistic governance theory is used by domestic and overseas scholars when investigate the basic public services system,and they achieved remarkable research results.By dealing with the literature research and analyzing the specificity of research object, it is obviously that the basic public services system is complicated, because the governing subject, resources, the external environment as well as the relationship and influence between these complex elements are all complex. And at the same time, the relationship between these elements is quite complex and dynamic. And for this, on the premise of given the assumption that the basic public service system is considered as overall comolexity, there is bound to be much structural loss,also its development meet the the general rules of entropy.Thus, route choice become an inevitable option in order to reduce the basic public service system’s complexity and its bad influence.This paper selects the network governance theory and complex system theory as the theoretical basis, described the complexity of the basic public services system in Shenyang from the aspect of environmental complexity, complexity of resources, constituent subject, subject behavior and the complexity of the relationship as well as analyzed the influences that the complexity of the basic public services system affected the efficiency of supplying of the basic public service. Complexity is an objective fact. To research in the basic public services system is to sort out the relationships between various elements within the system, so as to manage the complexity, to reduce complexity, to improve the efficiency of the system as well as to promote the positive operation of the basic public services system. The main content of this research is to analyze the complexity of the basic public services system and and to describe how to reduce the bad influence of complexity to promote the reconstruction of the system.On the base of it, "Research on the complexity of the basic public services system in Shenyang" is presented, and the main contents are as follow:(1)Explain the theoretical and practical significance of selecting Shenyang as the sample to research on the basic public services system.(2)Clarify the connotations and characters of the basic public services system in Shenyang, clear up the elements, development history and current situation.(3)Analyze the complexity of the basic public services system in Shenyang; deeply analyze the forming mechanism and operating mechanism of the basic public services system in Shenyang from the aspects of environmental complexity, complexity of resources, complexity of subject, complexity of operating system as well as the competition games among subjects.(4)Analyze the bad influence caused by the complexity of the basic public service system in Shenyang from the aspects of structural loss,maneuverability,mode of operation and efficiency.(5)Emphasize the idea which uses the complexity analysis throughout the research.
