Research On The Improvement Of Basic Local Government's Public Service Supply

The basic public service is a public service which is dominated by the government to guarantee the basic needs of all citizens' survival and development and to the level of economic and social development.In January 23 rd 2017,the State Council issued a circular on "the Thirteenth Five-Year Plan to promote Equalization of basic Public Services".It was mentioned in the paper that "the enjoyment of basic public services is a basic right of citizens." It is the important duty of the government to ensure that all people enjoy basic public services.To promote the equalization of basic public services is the proper meaning of building a well-off society in an all-round way,which will promote social fairness and justice and promote the well-being of the people.It is of great significance to enhance the sense of acquisition of all the people in the process of building and sharing development and to realize the great rejuvenation of the Chinese nation."This paper uses literature research method and empirical analysis to analyze nine major areas of Lintan county government basic public service supply.The first part is the introduction,mainly elaborated the research background and significance.The first chapter deals with "local government","public service" and "public service capacity".The second chapter expounds the construction principles of the evaluation index system of the basic public service supply capacity.According to the new public service theory and the related connotation of the government performance evaluation theory,this paper constructs the evaluation index system of the supply ability of the basic public service in Lintan County,and the whole index body.In chapter 3,according to the statistics of the last five years in Lintan county,the data and weights of various indexes are calculated and calculated,and the problems existing in the supply process of the basic public service in Lintan county are analyzed.
