Innovative Study On System Of The Basic Public Service Equalization Between The Urban And The Rural

Since the founding of new China, our country economic society develop fast. Althoughthe basic public service supply level obviously improved, it still faces two big problems: Oneis the basic public service supply quantity is not enough; The second is the basic publicservice supply structure imbalance seriously in the urban and rural, regional, group andindividual room, especially the gap of between urban and rural areas. The basic public serviceequalization between urban and rural is an important development proposition of ourcountry’s twelfth five-year plan and even more long-term plan. Implementing the basic publicservice equalization between urban and rural, is not only an intrinsic request of implementingthe scientific concept of development, coordinating the developement of the urban and rural,building a socialist harmonious society and constructing well-off society comprehensively,but an important measure of forming the basic public service system of benefiting the wholepeople and the equality of rights and optimizing the allocation of public resources to improvethe efficiency.This paper analysises and explores the realized path of the basic public serviceequalization between urban and rural from the system perspective, specifically:(1) Questing for the theory basis and the possible realization mechanism and path fromthe different angles, different disciplines and different theory philosophy, such as economics,finance, management and so on.Giving the analysis framework around the "why to provide"(the necessity of equal supply),"who provide"(supply) and "how to provide"(supplypath)—"three drives, five parts, seven ring linkage" featured the constructive system of thebasic public service equalization between urban and rural and the "one basic, threesupportings" featured the institutional system of the basic public service equalization betweenurban and rural.(2) Describing the present situation of the basic public service equalization betweenurban and rural, and based on this, this article analyzes the historical causes and the systemcauses of the basic public service unequalization between urban and rural. Analyzing andevaluating the gap of urban and rural of the basic education system, the medical system, thepublic cultural system, the endowment insurance system, the housing and employment systemand the public infrastructure system from the angle of the basic public serviceequalization between urban and rural, pointing the defects of the system and the the reformdirection of the system, and laying the foundation of the system innovation.(3)Empirically analyzing the synchronous relationship of the area of the industrialization,the urbanization and the development of agricultural modernization from1990to2011according to the shaanxi BinXian "three" development related data to establish vectorautoregressive model and vector error correction model to estimate and analyze,implementing unit roots and granger causality test and through the impulse response analysisand variance decomposition methods.So,"three synchronous" is the guiding principle of pushing forward system innovation of thebasic public service equalization between urban and rural.(4)This paper expounds the efffets of public finance in the basic public serviceequalization between urban and rural, clears about the public finance of the basic orientation,thinks the public finance system as the fundamental guarantee for the construction of the basicpublic service equalization between urban and rural, proposes reform measures of the fiscalsystem of promoting the basic public service equalization between urban and rural based onthe main reason of analyzing detailedly the basic public service equalization between urbanand rural and estimating scientificly the public service financial burden ability of realizing thebasic public service equalization between urban and rural. Then, this paper makes a detailedanalysis of the malpractice and the flaw of the urban and rural household registration system,rural land property rights system and the current government management system, putsforward to reform the binary census register system, establishs the unitary householdregistration system, ensures the fair starting point; reforms rural land property rightssystem,gives farmers’ property rights, ensures rights justice, builds a service-orientedgovernment system to realize the control type to service-oriented transformation, ensuresservice fair. Through the "three synchronous" system, this paper constructed the supplysystem of the basic public service equalization between urban and rural, finally realized thesupply target of the basic public service equalization between urban and ruralFinally, this paper constructs a comprehensive evaluation index system of the basicpublic service equalization between urban and rural featured3layers (target layer, criterionlayer and index layer) by using the deuel Philippines method,referring the connotation of thebasic public service equalization between urban and rural, following the scientific,comprehensive, the principle of availability, combining with the research purpose and of theexisting research results.This paper analyzes the level of the basic public service equalizationbetween urban and rural,specificly from basic education services, medical and health services, infrastructure services, public cultural services, endowment insurance services, housingservice and employment service seven aspects,and makes a positive analysis in thisfoundation taking BinXian in shaanxi province as an example, proposes an innovation schemeof the basic public service equalization between urban and rural for BinXian...
