Research On The Cooperative Supply Of Environmental Public Goods Between Governments

With the continuous enhancement of China's comprehensive strength,good ecological environment has become the basis and guarantee of sustainable development.Since the 16th National Congress of the Communist Party of China,environmental issues have always been one of the important issues of previous Party congresses,and the formulation of national policies also pays more attention to environmental protection.As a "rational economic man",in order to pursue better governance performance and achieve higher ranking in the promotion championship,the government under its jurisdiction and other local governments have more fierce competition in politics,economy,culture and other aspects,which leads to the formation of complex interest relations between their governments,resulting in cooperation difficulties.Although there is a competitive relationship between governments at all levels,there are many successful cooperation cases in the supply of environmental public goods.For example,The Pearl River Delta,Yangtze River Delta and Beijing-Tianjin-Hebei regions have reached government cooperation in air pollution control;governments at all levels along the "south to North Water Transfer" project have successfully established a cooperative supply mechanism;on July 17,2018,China established a four-tier river system,etc.This series of practical cases show that governments at all levels with competitive relations can not only successfully achieve cooperation in the supply of environmental public goods,but also achieve better cooperation results.Its internal mechanism is worthy of further study.This paper mainly explores the internal logic of the cooperation between governments at all levels with competitive relationship in the promotion championship,aiming to solve the following two problems:first,how to successfully achieve cooperation between governments at all levels with competitive relationship?Second,how to improve the cooperation mechanism among governments at all levels?The theory of competition and cooperation holds that competition and cooperation among enterprises are contradictory and unified,which can make full use of competition and cooperation to achieve win-win results.The author extends the theory of competition and cooperation in enterprise management to the field of political economy,which provides theoretical support for the cooperation of governments at all levels with competitive relations.This paper uses the content of the theory of competition and cooperation to establish an analysis framework,which is divided into three parts:internal conditions,external power,parts strategic cooperation mechanism.The internal conditions and external forces in the analysis framework answer the question of how to successfully achieve cooperation among governments at all levels with competitive relations;the parts strategic cooperation mechanism answers the question of how to improve the cooperation mechanism among governments at all levels.On the basis of establishing the analysis framework,the author takes the case analysis method as the research method,selects the air pollution control of Beijing,Tianjin and Hebei as the case to verify the above analysis framework;It specifically analyzes the conditional elements and motivation of the inter-governmental cooperation in Beijing-Tianjin-Hebei region,and introduces the cooperation mechanism between Beijing-Tianjin-Hebei governments.The research conclusions of this paper are as follows:first,under the promotion Championship system,there is a dilemma of repeated construction,excessive construction and highly homogeneous industry cooperation among governments at all levels in the competitive relationship.When the three essential conditions of "contribution","intimacy" and "vision" are met,and the "scale effect,cost effect,synergy effect and innovation effect" produced in the cooperation are met Under the impetus of other forces,the supply of environmental public goods can achieve government cooperation.Second,based on the five elements of the game(participants,added value,rules,tactics and scope)in the parts strategic cooperation mechanism,and in connection with the actual situation in the air pollution control cases in Beijing,Tianjin and Hebei,the author puts forward the corresponding path suggestions for the cooperation and supply of environmental public goods among Governments:to jointly discuss and determine the "scope" of cooperation,to introduce social forces to expand the "participants" We will improve the mechanism of assessment and accountability to realize"added value",supervise the implementation of "rules" for cooperation,and improve the implementation system to promote "tactics".The research of this paper provides a thinking framework for governments at all levels to choose competition and cooperation,and to a certain extent promotes the cooperation of environmental public.goods supply between governments;it is also an attempt to expand the boundary and application field of competition and cooperation theory,and an exploration to enrich the relevant theories of political economy.
