Governance theory has beening gradually dominanting in academic discourse and local practice since it was introduced into China in the 1990s. On the Third Plenary Session of the 18th CPC Central Committee, modernizing governance system and governance capabilities was proposed as the overall reform objective. Government governance is the core part of national governance system, and voice on promote government governance ability has been growing. However, the focus on how to improve the government management ability is insufficient, lacking of systematic, in-depth and operable thinking. Since 2007, the Guangxi Zhuang autonomous region has been introducing action learning method from enterprise to government departments, and popularizing it to the whole district gradually. Action learning is not only promoting the construction of a learning government, but also a kind of innovation practice of government governance reform practice, for the multiple cooperation idea contained happeds to embody the essence of governance.Faced with both academic requirements on how to improve government management ability and practical requirements on how to scientificly evaluate action learning effect in Guangxi, this research first clear connotation of government action learning, and then build a analysis framework of correlation mechanism between government action learning and government governance ability. By using assessment questionnaire with high reliability and validity to collect data,406 effective questionnaires was recalled, covering 5 cities in the north, south, east, west and central of Guangxi.Through descriptive statistical analysis, variance analysis, methods of structural equation model, the research analyzes the basic level of government action learning and government governance ability,and related mechanism between the two. Main conclusions are as follows:1. Building a more scientific evaluation questionnaire of government action learning and governance capability. Evaluation questionnaire of government action learning is consisting of four dimensionsn with total 12 indicators including information acquisition-sharing, knowledge reflection-integration, knowledge utilization and organizational memory. Evaluation questionnaire of government governance ability is consist of three dimensionsn with total 10 indicators including policy making ability, policy executive ability and policy monitoring ability. Also, evaluation questionnaire of government intellectual capital as intermediate variable is consist of two dimensionsn with total 8 indicators including human capital and relationship capital.2. Practically measuring the basic level of local government action learning and governance capability in Guangxi.Government action learning and governance capability rank in the level of above average. Within the government action learning, scores of knowledge reflection-integration and organization memory is significantly lower than that of information acquisition-sharing and knowledge utilization. Within the government governance ability, scores among policy making ability, policy executive ability and policy monitoring ability does not exist significant differences.3. Revealing the correlation mechanism between government action learning and government governance ability. In terms of influence on policy making ability, organizational memory, information acquisition-sharing and knowledge reflection integration all have strong, positive and direct influence, while knowledge utilization makes strong and indirect influence through the intermediary role of human capital. In terms of influence on policy executive ability, knowledge utilization has strongly direct and indirect effect, while information acquisition-sharing creats strong indirect influence through relationship capital. On the impact of policy monitoring abilitie, knowledge integration-eflection produces the strongest impact giving priority to direct impact.4.Proposing optimal path of government governance ability based on government action learning.It includes exploring public participation and benchmarking incentive mechanism, establishing performance evaluation and rewards-punishment incentive mechanism, developing talent training scheme and software support system, building multiple storage model and system guarantee mechanism, to optimize the government organization of memory.
