We are currently in a new era of world network, globalization, and integration basedon information revolution. Due to rapid information and drastic change of society,knowledge becomes a valued resource, and the ability of learning becomes an importantway to optimize the management and gain continuing competitiveness. Learningorganization theory is born to face the challenge of time, and based on this theory, anactivity of creating a learning society is spread all over the world.Under this circumstance, this article is written based on leaning organization,organizational learning, organizational behavior and organizational sociology. It includesthe practical activities of China local government to build a learning organization, and thusconclude a systematic research and analysis of learning organizations. First of all, thisarticle uses the example of the learning party to explain the nature, features and goals of alearning organization. It analyzes the importance of building a learning organization fromthe perspective of demands of times, improvement of executive force, strengthen theconstruction of civil servants etc. With this systematic introduction, the writer wants toperform an active exploration of building a leaning organization, which is the key issuethat this article tends to figure out.
