With the development of China’s market economy, the material wealth of society is increasing, at the same time, it begins to highlight social issues; the solution to the problem lies in the government’s reforms. We can find that the government has carried out appropriate reforms after the social problem to be exposed. Reform was seeking solutions to the problem. So the government reform needs the government having the necessary learning and innovation, and the government needs to have creative ability to learn, and transfer reform pattern from after-looking reform to forward-looking reform in order to reduce the social problems. So the Government’s learning and innovation has an important role on the country’s development, and it is also crucial for the construction of learning government and learning society.Organizational learning theory has been widely used in enterprises, and it has been little researched by scholars how it applies to governmental organizations, based on this, we believe that governmental organizations learning has a vital role in the development of governmental organizations.Based on Chinese society in transition, that is,many of the reforms is no ready model to follow among the process of economic development in the market for the Chinese government’s great social experiment and explore, therefore, the Chinese government is actively seeking the path of development and public management. In this social context, the Chinese government is how to explore the development path and to establish the direction of reform? Based on this problem, this paper focuses on social conditions, reform-minded source of ideas and solutions to social problems and the basic ideas of establishing patterns and processes of our government organizational learning and innovation, Exploring government organization policy making and gradually established process, and gradually push the historical process of China’s development, exploring ideas and methods of governmental organizations strategy formulation, new ways to governmental organization management.
