From Hierarchical Organization To A Learning-oriented Government Transformation

It has become common ideology to set up learning party and learning government in Chinese governing party, government, also in the entire society. In fact, to set up learning government, now it is still stayed in macroscopic direction to a certain extent, not only there is some gap in the Chinese characteristic systematic study in theory, also there is big insufficient how to bring core idea to transit the function at public administration departments.How to form learning government frame and fulfilled mode which has Chinese culture characteristic and accord with government structure, now it has become a question for us to study.This paper will study from the meaning, characteristic and defect of hierarchy, comment the basic elements and actual sense about building learning government, through analyzing the better points from hierarchy to the learning organization and learning government. Meanwhile, fully demonstrate the necessity and possibility about the learning government idea used at public administration department, based on the example of learning customs, combining with the experience and problem analysis. The initial countermeasure has been released from three points. The first point is to cultivate the customs core sense of worth, the second point is to innovate in customs organization structure, and the third point is to strengthen the customs employee's working ability.
