The Inter-network is a global network of networks,in which “People Network” is the core. The biggest change of the world today is that the Inter-network, as a living organism, has promoted human society into a new era. “Networked People” are those who live in a networked society, be in a certain network relationship, with certain network qualities. The Network Ideological and Political Education(hereafter NIPE) is a new form in the network era. It refers a series of social activities organized by a certain society or social group with certain ideology, which tend to purposefully influence the “Networked People” and promote their development of a certain moral that fulfill the requirement of the society. In this dissertation, it refers in particular the socialist the NIPE with Chinese characteristics led by the CPC in the global network society environment. Participants for the NIPE are networked people who are in the educational system in question and have formed relation with the system. They include the educators and the pupils/students of the NIPE.The nature of the NIPE is the foundation for distingui shing it from any other education. The contradictions between the actual moral level of networked people and the required moral of Chinese Communist Party and the People’s Republic of China to promote the development of the network society necessitate the NIPE. Hence, the object of the NIPE is the ideology of the networked people. The nature of the NIPE embedded in the thoughts of networked people, the foc us of the educational practice and the familiarity of the logic generation mechanism in ideological and political education. To sum up, the nature of the NIPE is to carry out the networked production of the dominant social ideology, enhance the interoperability of the meaning of the NIPE to achieve the goals of understanding networked people ideologically a nd theoretically.The laws of the NIPE are rooted in the nature of it. It is the logical necessity and should be implemented through the NIPE practice. The logical necessity is the intrinsic, fundamental, inevitable and stable links as well as the contradi ctory developing trends between the NIPE phenomena emerged from the NIPE activities. The laws of the NIPE are laws about special relationship, the thinking of networked people, the NIPE system, and the contradictory movements in the network sociality are the meta generating factors. The laws of the NIPE contain the laws of the development the NIPE, the laws of the development of networked people ideology and moral and the laws of the networked production of the NIPE content.The NIPE produces and develops in the network society. The contradictory movements between the NIPE and network society foster the laws of the NIPE — the NIPE must adapt to the development of network society, including the adaptation to sub-laws about the development of network technolog y, network economy, network politics, network culture. The determinant functions of the network society upon the objectives, content, function, environment, methods of the NIPE’, the social service function of the NIPE on the network society are in nature the achievement of influence upon networked people’s ideology.The contradictions between the networked people, the networked people and network environment, the network people themselves accelerate the format of the laws of the development of network peop le ’ideology and moral, which contain three levels of sub-laws. First, the bidirectional objectification laws of educator and the object of education. In the objectification process of the networked educator and the networked object of education, the objectification of the education subject is the realistic basis, the subjectification of the education object is the internal conditions. Second, the conjugated laws of networked people and the NIPE environment should be established. In the conjugation, the NIP E environment created by networked people is the prerequisites, the networked people created by the NIPE environment is an important consequence. Third, the overall optimization laws of the ideology and moral contradictions of networked people. The inter-conversions between the networked people’s ideology and moral at cognition, efficacy, will, faith and behavioral levels are the basis for overall optimization, the coordination of the differences of the above mentioned factors is the key to the overall opti mization.The contradictions between the networked production and networked communication, networked guidance, network acceptance stimulate the networked production laws of the NIPE content. Integration of the theoretical nature of educational content, interconnected nature of the network, accepted feature of the networked object of education as a whole promotes the networked production of the NIPE content. First, the organic integration laws of networked production and networked communication should be obs erved. The integration laws cover not only the relations between network technology and network content, but also the cross boundary integration between traditional media and new media. Second, the simultaneous development laws of the networked production and networked guidance should be observed. The simultaneous development laws cover not only the equal treatment of all participants for the NIPE and joint creation, but also the high potential guidance laws. Third, the laws of the balanced harmony between networked production and network acceptance should be observed. The balanced harmony laws cover not only the inter-conversion between qualitative change and quantitative change, but also the unity of opposites with the proper adaptation of "dual directiona l presentation".The application of the laws of the NIPE is presented through the tension and conflict between general situation and individual practice, between the networked people in the process of "practice——cognition——practice " mechanism. Adherence to the methodological principle which emphasizes the fundamental functions of new rules establishment with proper observation of historical legacy is kept by the author of this study, aiming to eliminate the structural contradictions in the process of applying the theoretical achievement of the study to the NIPE practice. First, compliance with the laws of the human society development, the laws of socialism construction, the laws of the CPC governance would enhance the role of the "lifeline" of socialist society to the NIPE, the "critical leading effect" to the capitalist society. Second, promote the integrated development of both the traditional and the networked ideological and political education in the circumstance of socialist ideological and political education with Chinese characteristics. Third,mutual conversion between researchers and practitioners of the laws of the NIPE should be optimized. The foci of such should be placed upon the match between the theoretical logic and the practical logic, the recognition of the theoretical discourse and practical discourse, and the collaboration between the educators and the pupils.
