Warfares of the information era are heading from platform-centered to network-centric,and the traditional command and control models are "Chimney" structure,which are incapable to meet the flexibility required in military actions of the21 st century.It is extremely important to optimize the C2 structure to suit to the information warfare.However,there is a lack of research at present,which improves the flexibility of C2 structure by providing enough information sharing and collaboration abilities.In this paper,we present the networked C2 structure model,which has more flexibility and a flat netlike form normally and is aiming at improving the flexibility of the C2 structure and enhancing its ability to meet diverse demands with limited resources,based on the long chain from the industry and OODA model.The main content of this paper are shown as follows.Firstly,we do a research on the basic theory about the optimization problem of C2 structure.We define the general description and construct the models of the networked C2 structure,according to the characteristics of C2 process,combat task and the matching relationship between them.Then,we make a further analysis about problem of typical 2-stage balanced networked C2 structures.We analyse the flexibility of the typical 2-stage balanced networked C2 structures based on the “long chain” system,when the scale of operational tasks and C2 processes are equal.Then the flexibility of the typical structures,in face of different mission priorities and changeable mission modes,is studied and they shows good efficiency.Finally,we put forward a study in the generation of networked structures.We study the generation of the non-balanced C2 structure and the multi-stage C2 structure,and analyse the flexibility of typical structure.In order to solve generation problem of unbalanced structure,the paper puts forward the concept of "supplementary long chain".The non-balanced structures will be adjusted by corresponding complementary mechanism to get the balanced structures,which are networked then and show high efficiency.In this paper,research on the networked problem of multi-stage is attributed to the 2-stage networked structures.After the simulation experiment and analysis,we finally put forward the application and construction suggestions about networked C2 structures,when meet different battlefield situation,according to characteristics of the networked C2 structures.And the study enhances the flexibility of C2 process capability in a certain extent,so as to provide effective suggestions and reference for the construction of operational C2 structure.
