Under administration of Sukarno, Indonesia had a close and friendly relation with administration of Mao Ze Dong. This was because under Soekarno governance Indonesia had adopted people’s democracy; held autonomous in politics and rejected West bloc’s aids as basic principle of political ideology.However, since change of power(by military coup) in 1965 to overthrow Soekarno then the basic principle of political ideology system had changed drastically. Later on Indonesia has adopted free market liberalization led by comprador capitalism regime, namely under Soeharto governance. Since the time, Indonesia cannot stand on their politics principles. In fact that Indonesia started to be dictated by Western bloc through some international trade and monetary institution. Under their control then Indonesia continue develop country and establish all political policies, including foreign policies.China has taken reformation and opening up policy to build socialism with Chinese character, while Indonesia has taken ‘new order’ under leadership of comprador and bureaucrat capitalism. China’s foreign policy maintains concept of opposing hegemonic, maintaining world peace and strengthening of relation with third world countries as foreign policy. China persists in basic principle of foreign policy in order to enact sovereignty and to contribute for peaceful world order; focuses on maintaining the fundamental interests and long-term interests of the Chinese nation, focusing on the maintenance of the world peace and promoting the overall progress of human being in order to face complicated international disputes.China keeps consistent to carry forward peaceful methods instead of military force counter to solve international disputes, and to stabilize the world disputes by applying strategic thought. China’s foreign policy value reflects loving people in the world, adapting the needs of the world development and human progress. Thishas not only adopted as basic guiding ideology of China to solve dispute with other countries, but also made important contributions for the peace of the world, and more important, it provides new international standards to set up a new international order and promote development and progress of mankind.The fatal mistake of Indonesian Communist Party has caused in failure leading Indonesian to gain democracy. Dissolution of the Indonesian Communist Party and regime change has altered direction of Indonesia’s domestic politics and foreign policy; it also has deteriorated relation between China and Indonesia. Since Soeharto administration has ruled Indonesia by applying military fascism rule, Indonesia froze diplomatic relation with China. On 1990 s then recovery process has began to normalize relations China and Indonesia.Since this period Indonesia’s principle of politics domestic, including economic development and foreign policy has been directing to market capitalism system oriented to Western bloc; depending on support of external force to stabilize political situation; and depending on foreign aid and investment to rebuild economy. Indonesia has been establishing new direction of foreign policy since Suharto regime governed Indonesia that was toward absolute liberalization taking side to Western bloc. Soeharto closed diplomatic relation with socialist bloc and in contrast he repaired a good relationship with the West bloc.The difference between China and Indonesia foreign policy especially lies on the consistency of foreign policy implementation. China since its establishment as a state of republic, on 1949 until this recent period performed foreign policy consistently, that was anti hegemony and promoted world peace. In contrast, Indonesia since independence proclamation, on 1945 until now has been experiencing some inconsistently in realizing free and active foreign policy that was on 1945-1952 and 1965 until now.The bilateral relation of China and Indonesia has passed dynamics changes. Some factors such as domestic politics and international politics has influenced strongly to the dynamics of China and Indonesia relation.Indonesia is making efforts to become a driving force in the resolution of South China Sea conflict. Indonesia does not want this conflict spoil ASEAN integration and threatens the security and stability in Southeast Asia. Based on the principle of free and active foreign policy, Indonesia is consistent to not be involved into the conflict. Meantime, Indonesia would encourage and facilitate the resolution of conflicts in the dialogue forum.It is important to conduct the comparison research on this aspect, in order to find many lessons learn about how to establish true people’s democracy in order to achieve people’s sovereignty and the last, to create world just and peace.
