EU Policy On Ukrainian Policy

In the context, the EU has been met a new challenge of New Independent States(NIS)to European order after the Soviet Union’s disintegration. By contrast the Cold War, the challenge for Europe is more complex, because most NIS has no traditional state form or shortly in their own history. Among NIS, Ukraine is a typical case. The independence of geography is not means nation and state building could be independently, in particular a more complex milieux after Cold War.In view of geography, geopolitics and economy, the actions of Ukraine is related with its security and stability, especially EU’s borders. Since independence, Ukraine applies to European Union Membership for numerous times, it could be incur social instability, though it is not lonely factor. Social upheavals, such as Orange Revolution and Ukrainian Crisis, witness difficulties of state building across Ukraine. A country with constant instability, however, is not accordance with EU’s interests. Keep integrity of sovereign and territory in Ukraine is the main goal for European Integration. The purpose of EU’s foreign policy to Ukraine is assist to it complete transformation of political democracy and market economy, it could be the way of modern country for Ukraine. Besides, EU’s foreign policy to Ukraine could be assure regional security and stability. Over sixty years, European Integration is keep war from the continent. It is show that Integration is the safeguard for the peace of Europe. In the process of Integration, economy and society has been gradually prosperity and stability across Europe. With peace of Europe keep moving, security of borders is necessary. For the EU, any instability around neighbourhood is connected with peace of Europe. Ukraine, the country adjacent with the EU on land, is related to security and stability about eastern borders for the EU. Therefore, in order to security and stability on borders, the EU keep it via foreign policy to Ukraine. Thirdly, the EU could be found pros and cons on foreign policy through its to Ukraine. The draft and implement of any foreign policy make the EU a step to political integration, through these policies could be lay up or amend. Improvement and progress of foreign policy means increasely political power in the aspect for the EU. For political integration, internal reform and intensity is important, but its mature must be through external activities.Certainly, EU’s foreign policy to Ukraine is not between dual literals. Among European Integration, the US and Russia(the USSR) are main external factors, included the EU’s foreign policy to Ukraine. From the EU’s foreign policy to Ukraine, it could be limitation from the US and NATO, Russia and Eurasia Union. After Cold War, the main goal of European Integration is form independent power,and out controlled by the US. The development of political integration has been challenge to the US’ strategic deployment in Europe, the US is unwilling to EU’s political power. Hence, on the US’ strategy to Ukraine, the US once promised Ukraine joined NATO. It could weigh against Russia and the development of European politics. It is well known that Ukraine had become a part of Russia, was the natural safeguard between Europe and Russia. Since the second half of 17 th century, Ukraine had been the corridor between Russia and Europe. Until the Soviet Union disintegration, Russia has been lost it, and lost the chance into Europe directly. So, Russia wish Ukraine remained in its sphere of influence. However, the resolution of Ukraine integrate into Europe and the EU’s foreign policy to Ukraine, it hold back Russia step into Europe as its will. Once Ukraine join the EU, Russia’s strategic space could be further pressure, it threat to its security. Based on historical factors and Ukraine’s sway, Russia struggle for its interests in Ukraine by custom union and Eurasia Union. Therefore, the EU’s foreign policy to Ukraine is not practice as its expectations.Through the analysis of Technical Assistance to the Commonwealth of Independent States(TACIS),Partnership of Cooperation Agreement(PCA), European Neighbourhood Policy(ENP), Eastern Partnership(EaP) and Agreement Association(AA)(included Deep and Comprehensive Free Trade Area, DCFTA), it appears from blur at beginning to clear at present to the EU’s foreign policy to Ukraine.
