For a long time, the evaluation of our higher education quality has been organized and administered by the Ministry of Education (MOE). So far as public universities are concerned, the organizer of this model of evaluation has the dual role of both "judge" and "athlete", which results in the suspicion from all quarters of society about the fairness of the evaluation. In recent years, colleges and universities in our country are beginning to set up affiliated institutions of evaluation and the third-party evaluation of higher education quality have come into being, which needs encouragement and standardization, as well as innovation in their appraisal models. How to construct a third-party evaluation model suited to our situation is a worthwhile subject of research, thus this dissertation will revolve around the following aspects:Firstly, a review will be done on the relevant theories about the third-party evaluation of the quality of higher education, especially the content, basic principles, functions, characteristics and university governance, etc. And we conclude that the third-party evaluation into Higher Education Quality needs to uphold the rules of objectivity, feasibility, and timeliness, and has the functions as evaluation, counseling, research and supervision. The third-party evaluation into Higher Education Quality is a kind of concrete operations of university governance in the field of evaluation, and it also gives a boost to the university governance. This part provides a conceptual framework and theoretical basis for the research on the third-party evaluation.Secondly, some researches are done on the current situation of the third-party evaluation model of higher education in China. Based on its development, existing problems are discussed concerning third-party evaluation system of the quality of higher education:it is not an entire entity; it is not authoritative enough; it is not so competitive and so on. And then the causes of these problems are explored:the offside of government, the bindings of the management system of higher education evaluation, the vacancy for law, the exclusion from the traditional culture, and the lack of the meta-evaluation mechanism etc. Besides these, a case study of the Shanghai Educational Evaluation Institute and the evaluation model of university ranking is done, their basic conditions, development difficulties and the causes analyzed.Thirdly, we analyze the the third-party evaluation model into Higher Education Quality among the countries like France, United States, and Britain, show the comparisons and make the assessment. In France, the model of the third-party evaluation into Higher Education Quality heads by the president directly, which is accountable to the president and independent from the education departments, does its duties by following the independent rules and procedures. Admittance is used in the third-party evaluation into Higher Education Quality in United States, and the entrance criterions, the responsibilities and the obligations of the intermediary institutions has been accepted as the formal fixed events by the law. All the intermediary institutions that fit the applicants can be the third-party evaluation institutions into Higher Education Quality in America, and have to do their duties in accordance with the law. In Britain, the members of the third-party evaluation institutions into Higher Education Quality come on the recommendation, and are under the leadership and supervision of the management committee, and also need to fulfill their trust by following the law. By the research of the third-party evaluation models into Higher Education Quality in these three countries, we know that we cannot just copy the foreign models. What’s more, the third-party evaluation model into Higher Education Quality has to undertake the mission of leading Higher Education to various developments. The foundation for the subsistence of the intermediary institutions is law and fair. We have to pay much attention to the meta-evaluation mechanism, and well define the power and responsibility among the intermediary institutions, the governments, and the universities.Lastly, we make the train of thoughts and put forward a proposal to the third-party evaluation model into Higher Education Quality from the following respects:the organization of intermediary institutions, the formation of power, the pattern of manners, the way of supervision. We conclude that the intermediary institutions into Higher Education Quality in China should attract talents from a wide cross-section of society, and set up a experts warehouse rolling plan, and a stable administrative system, and establish the country-wide and regional intermediary institutions, and develop all kinds of intermediary institutions in society. In addition, the third-party evaluation system into Higher Education Quality in China is in relation to government, society, and universities, so its power and responsibilities need to be in accordance with the third-parties, this means that every institution needs to perform their duties as well as enjoy the rights. Besides that, as a very important way of supporting the higher education quality, the third-party evaluation system into Higher Education Quality in China has to adapt to the basic rules and status of various developments, and make the function of classification and guidance, and access the universities in different categories. This essay starts from the characteristics and multiple qualities of different types universities such as the type of researching, the types of teaching and researching and the type of teaching, and uses the dissimilar index systems in accordance with the distinctive points of the different universities under diverse assessment conditions. Among these analyses, we construct an ambiguous mathematics model of the third-party evaluation into the higher education quality by taking the researching universities for example, and we perform a positive analysis on this model by taking W university in Wuhan city for instance. There are two steps for operation of the third-party evaluation:the general accreditation of the intermediary institutions and the specific evaluation into universities. Finally, we make the conclusions basic on the chapters we have analyzed, and give the following suggestions to the construction of the third-party evaluation model into Higher Education Quality in China. First and foremost, the effective laws and regulations about the third-party evaluation into Higher Education Quality in China should be announced. In the second place, we should set up the system of entrancement, encouragement, meta-evaluation to the third-party evaluation system into Higher Education Quality in China. In the third place, we need to forster the higher education evaluation market well.
