| The third party assessment of higher education can effectively promote the separation of the three parties in the field of higher education management,school running and evaluation,and is in line with the educational policy requirements of the party and the state to realize the development of education modernization.However,most of the evaluation work in the field of higher education in China is under the leadership of the government.In the process of carrying out the evaluation work,the third party evaluation institutions of higher education,which are independent of the government,exist in the evaluation work,there is not a scientific standard,the level of the assessor is not enough and the evaluation results are in the society.There are many voices of doubt.These problems are not conducive to the sustainable development of the third party assessment in the field of higher education in China.This paper mainly uses the methods of literature analysis,comparative study and case analysis.First,the paper studies the relevant concepts and necessity of the third party assessment of higher education,respectively from the related concepts of the third party evaluation of higher education and the necessity of the third party assessment of higher education,and secondly,the Chinese Alumni Association of Ai Ruishen Institute,the Chinese scientific evaluation and research center of Wuhan University,and the soft department.The study of Mike is a case study of the third party assessment of higher education in China.It studies the evaluation development process,the evaluation index system and the data sources respectively,and analyzes the four higher education third party evaluation institutions from the common and individual two respectively.A comparative study of dimensions.The study on the status of the third party assessment of foreign higher education,taking the typical American higher education evaluation and Certification Committee as the representative of the third party assessment agency of the United States of higher education as a case,studies the assessment of the third party of American higher education from the evaluation body,the operating mechanism,the personnel composition and the source of the funds.It also compares and analyses the differencesbetween the third party evaluation of higher education in China and the United States.Again,the problems and the reasons for the assessment of the third party of higher education in China are analyzed.The main problems in the assessment of the third party higher education in China are that the standardization of the evaluation institutions should be strengthened and the scientific evaluation of the index needs to be considered.The credibility of the evaluation results needs to be improved,and the third party evaluation of the legal construction needs to be improved.The reasons behind the above problems lie in the constraints of the educational evaluation management system,the lag of the third party evaluation theory,the exclusion of the Chinese traditional culture on the third party evaluation and the absence of the third party evaluation law;After that,on the basis of the above research,we put forward the countermeasures and suggestions to improve the evaluation of the third party of higher education in China,respectively,to strengthen the construction of the evaluation institutions and improve the level of the evaluation of the third party.The third party evaluation should correctly handle the relationship with the government and the universities,play the role of the government and promote the sustainable development of the evaluation of the third parties and the sound law.The legal guarantee system should be studied in four aspects to ensure the healthy operation of the third party.At the end of the article,we briefly review the contents of this study,analyze the shortcomings and shortcomings in the study,and provide ideas and references for further research in the future. |
