Higher vocational education quality is the hot topic in society,higher vocational education quality relates to the cultivation of talents,especially technology skilled talents,more related to the whole country comprehensive national strength of ascension.Third party evaluation helps improve the quality of education.Education quality third party evaluation system is relatively complete and the evaluation results are significant.In this paper,through literature analysis,content analysis and comparative research of Japanese quality education in higher school of the third-party evaluation mode,guarantee conditions,and characteristics were analyzed,and the experience and deficiency,and rationally using the experience of Japan for constructing our country's higher vocational education evaluation system put forward reasonable Suggestions.The full text is composed of six parts: the first part introduces the research background,the literature review,the research significance,the concept definition,the research content and the research method.The second part is the background and process of the third party evaluation of the education quality of Japanese institutions.The third part is the 3rd party evaluation model for education quality.Expounds the third-party education quality evaluation institution,evaluation purpose of policy and the implementation of the guiding ideology,evaluation criteria,evaluation mechanism,process and method,announced the formation of the evaluation results,and utility.The fourth section is a guarantee for the operation of the education quality third party evaluation model for Japan's higher specialized schools.It mainly covers the three aspects of qualifications,economic protection and institutional protection.The fifth part is the characteristic,the problem and the development trend of the third party evaluation of education of Japan's special schools.The third party evaluation of education quality in Japan is characterized by normative,systemic and developmental characteristics.At present,the third party evaluation has a relative lack of diversity;The issue of benchmarking is too specific.Future third-party reviews are internationalized;Using information technology to support third party evaluation;Increasing the degree of participation of enterprises;To improve the expertise of the implementers;The purpose of the evaluation is to cultivate innovative and entrepreneurial talents;The review focuses on improving the performance of education.The 6th division is divided into rational reference to the Japanese experience to optimize the third party evaluation of education in higher vocational colleges,and to improve the qualification of third-party evaluation institutions and evaluation personnel.Building the education quality third party evaluation benchmark and framework system;To establish the industry standards for improving the quality of education quality standards;Standardize the use of third-party evaluation results.
