The improvement of education quality can not be separated from the scientific monitoring of education quality.As an important supplement of government education supervision,third-party evaluation institution is an important means to improve the quality of education and promote the development of education.However,at the present stage,the third party evaluation institutions in our country still have some problems such as not obvious function in the process of development,lack of scientific content,insufficient use of evaluation results and insufficient social influence.Third-party evaluation has a long history of growth in the world.Whether it is the function of the institution,the content of evaluation and the evaluation methods have formed a relatively complete evaluation system.As one of the representatives of the world's mature third-party evaluation institutions,the comparative study of the Dutch CITO and China's third-party evaluation institutions is of great benefit to our third-party evaluation institutions.This study is divided into five parts;The first part is introduction,put forward the necessity of the research to the third party education quality evaluation institution,introduced the research method and the thought,and made the literature review to the present research status of the third party education quality assessment institution.The second part defines the core concepts as "evaluation","third-party evaluation","education quality assessment","third-party evaluation agency","Dutch CITO" and "Chongqing Evaluation Institute".Afterwards,the author summarizes the "third party evaluation mechanism theory","school effectiveness theory" and "education evaluation theory" related to this study,and provides theoretical support for this research.The third part and the fourth part are based on the theory of third-party evaluation institutions,education evaluation theory and school effectiveness theory,and use literature survey method,interview method and case analysis method.A study was conducted on the functions of the institution,the content of the assessment,and the use and social impact of the assessment results in CITO,the Netherlands,and the Chongqing Evaluation Institute.The fifth part is the research and discovery.After the comparative study,it is suggested that the third-party evaluation institution in China should rely on the government's power to change the function of the institution.Improving the assessment process;Improving the quality of institutions and strengthening social ties and expanding social influence promote the development of third-party educational evaluation institutions in China.
