As a plan and carrier for educating people, curricula is the key to achieve educational goals. In order to realize the great mission of higher vocational education in China that is cultivate hundreds of millions of high-quality laborers and tens of millions of highly skilled talents for the fields of production, construction, management and service, the issue of curricula construction should be pay more attention to and the systematic and in-depth study should be embarked on.Based on the new situation in the new era and the development trends of international vocational education and the cultivating objectives of higher vocational education in China, the overall characteristics of vocational education accepting groups was combined, the problems and deficiencies exists in the knowledge-based curricula and capacity-based curricula which is being widely spread currently were analyzed in this thesis and according to the principles of education, professional quality oriented is a rational choice for curricula construction of higher vocational education in China, the preliminary methods and strategies for the professional quality oriented curricula construction were proposed in this part and an overall structure plan was made and try to carry out a preliminary construction of the curricula in practice. The results has important theoretical value and practical significance to deepen reform of higher vocational education curricula, to ensure the realization the objectives of cultivating high quality skilled talents of higher vocational education in China, to enhance the overall professional quality of students and to promote sustained and harmonious development of students’ career. It consists of six parts:The first part, introduction. The origin, meaning of the study was elaborated and the related concepts were defined and the status of research on this issue and related literature were introduced in this part. This part also introduces an overview of the ideas and methods of the study.The second part, grasping the trends. From the review and analysis of the international vocational education changes since World War II, it shows:the orientation of the curricula value has been moved towards on unifying the needs of the community and the personal development, the objectives of the curricula has been shift from the job to career, the content of the curricula has been changed from the disciplinary system to professional positions, curricula implementation has been turned to open from a closed or isolated convergence, the focus of the curricula has been turned to professional quality from stress a single skill, curricula management has been turned to flexibility from rigid regulations. Through the analysis of the typical international vocational education curricula model such as MES, CBE, TAFE, BTEC, Dual System, Based on Working Process, Learning Area etc., an important enlightenment was gained that professional quality oriented is an overall development trend of international vocational education curricula reform.The third part, current situation analysis. In this part, the current situation of China’s higher vocational education curricula was analyzed. The main problems as follows:the curricula objectives are not clear, the curricula architecture is imbalance, the curricula implementation way is lagging behind, the curricula evaluation mechanism is simple, the curricula resources is misallocated, etc. The value orientation of knowledge-based, competency-based and personality based curricula which exits in current China’s higher vocational education also were analyzed and its respective biases were pointed out. The cognitive bias of curricula construction value orientation leads to a lack of quality education in higher vocational education in China which needs a new curricula ideas to integrate and guide.The fourth part, concept established. The basic connotation of professional quality oriented was explained based on the analysis of the professional quality and its components. The necessity for construction professional quality oriented curricula of higher vocational education was demonstrated from the aspects of the development of the knowledge economy, building a country of rich human resources, adapt to workplace frequent change and deal with the fierce competition for job hunting. The rationality for the curricula construction was demonstrated from the aspects of the all-round development, career development, life-long education and quality education. The possibility for the curricula construction was demonstrated from the aspects of the academic study, practice attempt, the requirements from the workplace and vocational colleges, the practical needs of enhancing overall quality of vocational college students. It is a rational choice to construct professional quality oriented curricula for higher vocational education in China.The fifth part, methods and tactics. The methods and tactics was discussed in this part. The professional quality oriented curricula construction should followed the principles of professional, integration, cooperation, dynamics, articulation and modular and takes improving the overall quality as goal, the career development of the students as the main line, the needs of the job market as orientation, the students knowledge and competence as foundation, the professional skills training as the key. The professional quality oriented curricula construction should also based on China’s national conditions, to create people-oriented school culture, to advocate quality education, to weaken long-term impact of examination-oriented education, to learn the the western experience, to develop a multi-dimensional curricula module and to promote school-enterprise cooperation, to form a resultant of force for cultivating the professional quality. In the process of professional quality oriented curricula construction and implementation, it should properly handle the relationship between general curricula, professional curricula and developmental curricula.The six part, building of initial curricula system. A overall plan for constructing professional quality oriented curricula was proposed in this part which including "one mechanism"(based on credit system curricula management), two types of space (in-campus teaching and off-campus teaching), three targets (knowledge, ability and personality), Four modules (general modules, professional foundation modules, professional modules, developmental modules), five categories scene (industrial, industry, enterprise, department and position) and six changes. The "4+1+1" modular curricula system including four main teaching modules: general modules, professional foundation modules, professional modules, developmental modules and a extracurricular activities module that carried out in campus and a practice module in enterprises. The initial attempt of this plan was carried out in Hunan Vocational College of Modern Logistics and the logistics management major’s curricula program was chosen as a study case.
